| At present,China’s market economy system is unique among developed and developing countries because of its unique advantages in various resources.In particular,China’s small and medium-sized enterprises with a complete range and a large number have contributed an indispensable backbone in adjusting the economic structure,mobilizing market vitality,creating a large amount of social wealth,absorbing a large number of employment opportunities,and promoting the stable and healthy development of economy and society.Small and medium-sized enterprises are the main reflection object of a city’s comprehensive ability of economic and social development.In the new historical era of China’s economic and social development,which has entered a new perplexing situation,the macroeconomic situation at home and abroad is complicated,and COVID-19 suddenly hit the industry,how to help SMEs to tackle tough problems and achieve the vigorous development of city’s economy and society is particularly important.Based on the results of the survey on the implementation of 295 financial assistance policies and measures reported by SMEs,the survey focuses on four aspects of the implementation of financial assistance policies and measures by SMEs.:the quality of supporting policies and measures of executing agencies,the implementation strength of the government,the application policies of small and medium-sized enterprises and the environment for policy implementation.The results of questionnaire survey and interview show that entrepreneurs are generally satisfied with the implementation of preferential financial support policies.However,there are still many problems,which are mainly reflected in the following aspects:in terms of policy quality,such as the policy stays in writing,the threshold is too high,there are many notification policies and so on;and the implementation and enforcement of policies,such as the lack of in-depth publicity and popularisation of support policies by local government departments,the mutual shirking of responsibilities between the application and acceptance authorities of preferential policies,and the ineffective implementation of policies,etc.The application of preferential policies for SMEs,such as the weak ability of SMEs to be informed of policies and insufficient ability to match policies.In terms of the implementation environment of preferential policies,such as the rampant industry hidden rules of financial institutions,the honesty and trustworthiness of small and medium-sized enterprises,scattered data and imperfect public service system.The interviewees were generally satisfied with the implementation of the preferential policies supported by the government of Ji’nan City.It was also confirmed that the Chianan municipal administration has been actively providing services and support to SMEs in recent years.However,with the rapid development of the market economy and social civilization,expectations that government financial services policy will support the development of SMEs are gradually increasing and their satisfaction would also change greatly.Therefore,according to the problems and shortcomings in the implementation of the supporting measures for small and medium-sized enterprises in Ji’nan City,the Ji’nan government should also improve the quality and management of the financial supporting measures,strengthen the construction of the government’s policy implementation ability,improve the application ability of the measures for small and medium-sized enterprises,improve the environment for the implementation of the measures,and promoting the sustainable and healthy development of SMEs in all directions and through all channels. |
