After China enters the new normal of its economy,problems such as resource shortage and environmental pollution have become prominent,and it is urgent to change the extensive growth model.Faced with the constraints of economic growth by resources and the environment,green innovation has become the only way to transform economic growth.At present,the important task of China’s transformation and development is to explore how to improve the regional green innovation efficiency.The improvement of green innovation efficiency needs the strong support of knowledge and information service system,and the science and technology service industry agglomeration can meet this demand.Therefore,to study the influence of science and technology service industry agglomeration on the green innovation efficiency is of great theoretical significance and practical value for improving regional green innovation efficiency and building a green innovative country.This paper first theoretically analyzes the general mechanism of science and technology service industry agglomeration affecting regional green innovation efficiency,and the intermediary mechanism of science and technology service industry agglomeration affecting the regional green innovation efficiency through talent flow and technology market respectively.Secondly,this paper uses location entropy index method and the Super-SBM model of undesired output to measure the level of science and technology service industry agglomeration and the regional green innovation efficiency respectively.This paper selects systematic GMM estimation method to empirically test the influence of technology service industry agglomeration on the regional green innovation efficiency,and the intermediary effect model is used to empirically study the role of the talent flow and the technology market.The research results show that: The development level of the science and technology service industry agglomeration in most provinces is low and presents an unbalanced situation.Regional green innovation efficiency fluctuates slowly,but the efficiency value is still low,and there is a large gap between provinces and cities.The science and technology service industry agglomeration has a significant positive impact on the regional green innovation efficiency.The technology service industry agglomeration can improve the regional green innovation efficiency by promoting the talent flow,indicating that talent flow plays an intermediary role in the process of science and technology service industry agglomeration affecting the regional green innovation efficiency.The science and technology services agglomeration has a positive effect on promoting technology market level,while the level of technology market has an inhibitory effect on the regional green innovation efficiency.The development level of technology market has a cover-up effect in the process of science and technology service industry agglomeration affecting the regional green innovation efficiency.Based on theoretical analysis and empirical research,this paper puts forward the following countermeasures: First,reasonable planning of science and technology service industry agglomeration area.The government should actively support the demonstration institutions of science and technology service industry,formulate science and technology service plans according to local conditions,promote the exchange and cooperation among the main subjects in the cluster area,and encourage science and technology service industry institutions to carry out green innovation to promote the agglomeration and development of science and technology service industry.Second,vigorously cultivate the talent team of science and technology service industry,so as to provide talent intelligence guarantee for the agglomeration and development of science and technology service industry.Local governments should pay attention to innovative talent training,establish flexible talent introduction mechanism and optimize talent management mechanism.Third,improve the market system of science and technology service industry.The government should improve the market access system,establish the credit rating system,guide the autonomy of industry associations and improve the market-oriented mechanism,so as to ensure the healthy operation of the market.
