In the situation of continuous improvement of China's market economy system,the science and technology service industry,as a bridge between suppliers and demanders of scientific and technological achievements and a adhesive to connect scientific research and industry departments,has played an increasingly important role in promoting social and economic development.October 28,2014,the State Council issued "Views on Accelerating the Development of Science and Technology Services Industry",deploying to cultivate and expand the main part of science and technology services market,making innovative mode of technology services,extending the service chain of science and technology innovation,and promoting the specialization of science and technology service industry.With the increasingly fierce international competition,the gradually appeared emergence of resource bottlenecks and deteriorated environmental problems,it is a consensus among countries in the world to change the existing economic growth mode and pursuit the innovation-driven development.May 19,2016,the State Council issued "National Innovation Driven Development Strategy Framework",put forward the strategic goal of building our country to be a strong one which have science and technology innovation by 2050.With the rapid development of science and technology services industry,which will have a significant impact on the regional innovation efficiency.Taking the five provinces in Northwest China as the research object,based on the panel data from2005 to 2014,this paper first uses the factor analysis method to measure the total score of the development level of science and technology service industry in the northwestern provinces.Then decomposes the innovation process into two stages of technology research and achievements conversion,thereby uses the SUPER-SBM model to measure the technology research efficiency and the achievements conversion efficiency in the northwestern provinces,finally use the Tobit regression model to analyze the impact of the science and technology service industry on the efficiency of the different stages of the innovation process.The following conclusions are obtained:First,in 2005-2014,the overall development of science and technology service industry in northwest China is on the rise.But the total score of the development level of science and technology service industry is relatively low,and the development level among the provinces is very unbalanced.The total score in Shanxi Province is obvious higher than the other four provinces.Second,in the stage of technology research,efficiency of the technology research in the northwestern provinces are on the rise in the period from 2005 to 2014,and the change of efficiency is relatively small.All the provinces' technology research efficiency have been improved by the end of 2014,but the increase is limited.In the stage of achievements conversion.,the change of the efficiency in the northwestern provinces is relatively large in the period from2005 to 2014 and the efficiency of Xinjiang is far lower than other provinces.According to the two-stage efficiency of regional innovation process,Shanxi is a region of double advantages,Gansu belongs to the region of technology research advantages,Ningxia belongs to the region of achievements conversionadvantages,Qinghai and Xinjiang are regions of double disadvantaged.Third,regarding the northwest region as a whole,its science and technology service industry at the different stages of the innovation process has different impacts on efficiency.In the stage of technology research,although the science and technology service industry has a certain role in promoting the technology research efficiency,but the impact is not significant.In the stage of the achievements conversion,the science and technology service industry has a significant impact on the efficiency of the achievements conversion.Fourth,regarding the northwest provinces separately,science and technology service industry in the two stages of innovation activities has a significant role in promoting innovation efficiency for the region of double advantages,but for the region of double disadvantages,the impact is not significant.For regions of technology research advantages and achievements conversion advantages,science and technology service industry in the stages of technology research has a significant role in promoting innovation efficiency,but in the stages of achievements conversion,the impact is not significant.Based on the above research results,this paper points out that clarify the importance of the development of science and technology service industry and play its function in the innovation system;cultivate the talents of science and technology service industry and coordinate the balanced development between different regions;increase government investment in science and technology,pay more attention to the government guidance,optimize the development environment of science and technology service industry,and improve the management system of science and technology service industry.
