As an important part of the modern service industry,the science and technology service industry plays an irreplaceable role in rationally allocating innovative resources and promoting the deep integration of technology and economy.With the rapid development of the technology service industry,its agglomeration situation is becoming more and more obvious.Effectively bringing into play the agglomeration effect of the science and technology service industry is of great significance for building a modern industrial system and promoting regional innovation capability.The agglomeration effect of the technology service industry has different manifestations in different perspectives.From the industrial perspective,the agglomeration effect is divided into cost effect,factor agglomeration effect and industrial correlation effect;from the perspective of space,it is divided into innovation effect,knowledge spillover effect,polarization effect and diffusion effect.The science and technology service industry gathers and develops.On the one hand,through the factor agglomeration effect,it gathers high-quality talents for the development of the three industries,and plays the supporting role of science and technology to the three industries through the industrial correlation effect.On the other hand,optimizing the technological innovation environment through innovation effect is conducive to the overflow of knowledge technology.However,the flow of innovation elements is two-way.Under the strong polarization,the concentration of technology service industry will also inhibit the improvement of innovation ability in neighboring regions.Using the stochastic frontier production function,the cluster of science and technology service industry is tested as the core variable that affects the technical efficiency of the three industries.The results show that the dominant role of the science and technology service industry in the primary industry has not appeared,and it has a significant role in promoting the technical efficiency of the secondary and tertiary industries.The concentration of science and technology service industryincreased by 1%,and the technical efficiency of the second and third industries increased by 0.06% and 0.32% respectively.The space panel model is used to test the spatial spillover effect of the cluster of technology services.The results show that the cluster of technology service industry has a strong polarization effect,that is,there are significant positive local effects and inter-provincial suppression effects.The concentration of technology services increased by 1%,local innovation output increased by 0.88%,and innovation output in neighboring regions fell by 0.72%.Among other influencing factors,the per capita GDP has a significant positive impact on regional innovation output,and it shows a negative spatial spillover effect.Human capital has shown an inhibitory effect on local innovation output,and its spillover effect is not significant.To give full play to the agglomeration effect of the science and technology service industry,it is necessary to guide the policy to effectively bring the accumulated scientific and technological resources to the primary industry.It will further strengthen the dominant role of the agglomeration effect of the science and technology service industry in the secondary and tertiary industries,and realize the industrial upgrading with the support of science and technology.In promoting the spatial agglomeration of the science and technology service industry,it is necessary to improve the collaborative innovation platform,smooth the channels of knowledge spillovers,and adopt the rational flow of policies to guide the elements to maximize their spatial spillover effects.Through the establishment of a demonstration area for the accumulation of science and technology services,the spatial balance of the science and technology service industry will be realized through the “strong and weak” effect of radiation.
