Research On Evaluation Of Scientific And Technological Achievements Transformation Capability In Qinghai Province

The impact of scientific and technological innovation on the economic development and social progress of a country or region is increasingly significant,and it is an important part of regional innovation activities.Through the research on the scientific and technological achievements transformation capability of Qinghai Province,the level and main constraints of the scientific and technological achievements transformation capability of Qinghai Province are clarified,which provides a reference basis for improving the regional transformation capability.First,based on the relevant domestic and foreign literature,the theoretical analysis of the main body and the entire chain of scientific and technological achievements transformation is carried out to draw a diagram of the scientific and technological achievements transformation capability system.Secondly,based on the diagram,Qinghai scientific and technological achievements transformation capability index system is preliminarily constructed from four dimensions of scientific and technological achievements research and development capabilities,industrialization capabilities,support capabilities,and guarantee capabilities.Then,the index system is screened and the reliability and validity are tested.The final index system includes 4 first-level indicators,11 second-level indicators,and 28 third-level indicators.Thirdly,comprehensively use factor analysis and entropy to perform horizontal and vertical comparative analysis of the scientific and technological achievements transformation ability of Qinghai Province,and use cluster analysis to determine the level of scientific and technological achievements transformation ability of Qinghai Province in the 12 western provinces and cities.The results show that: One,compared with the other 11 provinces and cities in the west,Qinghai's scientific and technological achievements transformation ability level is relatively backward,it is in the area where scientific and technological achievements transformation is to be developed,and among the various capabilities,Qinghai's scientific and technological achievements industrialization ability and support ability is weak.Two,from 2008 to 2017,Qinghai 's scientific and technological achievements transformation ability showed an overall growth trend,but the score growth rate was negative in 2010,mainly due to the score of scientific and technological achievements transformation and industrialization ability are falling in 2010.Three,the research and development capability score of Qinghai Province is declined slightly in 2014 and 2015,and then began to grow rapidly.The industrialization capability and guarantee capability score curve show a steady increase.The support capability score is decreased first and then increased.Finally,based on the results,this paper analyzes the problems that restrict the ability to transform scientific and technological achievements in Qinghai.And start with improving the four capabilities of scientific and technological achievements in Qinghai,it proposes to increase investment in scientific and technological resources,encourage enterprises to actively innovate,and strengthen the construction of intermediary service platforms and optimize external development environment.
