Since the beginning of the implementation of PPP projects in my country,there has been an embryonic period,a promotion period,and a stable period.Various departments have introduced relevant policy documents during these periods.These documents contain the needs and requirements for the supervision of PPP projects.This shows that the government attaches importance to the supervision of PPP projects.At the same time,related scholars also pointed out the importance of PPP project supervision to the success of the project.The main supervisors of PPP projects are the government and the public.Due to the particularity of the scattered individual rights of the public,the public transfers most of the supervision powers to the government.As the main supervisor of PPP projects,the government uses supervision to eliminate speculation by social capital.Behavior in order to make the project move in a direction that is beneficial to the public.Secondly,as the main implementer of the PPP project,the social capital party’s performance can represent the effect of completing the PPP project.Although the performance evaluation of the PPP project is now the main means to evaluate the effect of the PPP project,it is a comprehensive evaluation method and cannot It fully reflects the performance of social capital.From the perspective of contract and behavior,the government and the public want to see the perfect performance of social capital.Therefore,this paper analyzes the literature and divides the factors that affect the performance of social capital into internal and external factors.Among them,government supervision is an important factor that affects the performance of social capital.external factors.From the perspective of government supervision,this article considers the impact on the performance of social capital.However,through literature and case analysis,it is found that the definition of government supervision in PPP projects is not clear,and the scope of government supervision is not clear.At the same time,it is found that there are differences in the supervision of different stages and different projects under the PPP model.In order to verify the impact of the difference in government supervision on social performance capital,firstly,through literature research and analysis of government supervision in PPP projects,the government supervision is divided into narrow supervision and broad supervision.This article analyzes that the government only needs to exercise public power in PPP projects It can be called broad supervision.Secondly,in order to analyze the possible impact of government supervision on the performance of social capital,after analysis,this article regards the difference as the performance of supervision intensity,and defines that the government supervision intensity of this article is mainly reflected in the distribution of supervision content and control rights.In order to study the influence of government supervision intensity on the performance of social capital,when measuring supervision intensity,this paper chooses to do a tendency analysis of the stakeholders of PPP projects.Based on relevant literature and policy content,based on the duality of PPP projects,analyze the dimensions of government supervision,identify the content of government supervision,and explore the latent variables that affect the performance of social capital.Find out hypotheses about the impact of government supervision latent variables on the performance of social capital through the literature,and then compile a scale to measure the intensity of government supervision of PPP projects and construct corresponding models based on the hypotheses.At the same time,the profitability of the project is also introduced as the moderating factor of the research path.With the help of SPSS and AOMS software,the validity and reliability of the scale and model are analyzed and tested,and the effect of the main path and the moderating effect of the moderating variable are analyzed.Through empirical analysis,this paper reveals the influence path of various dimensions of government supervision on the performance of social capital,reveals the mechanism of the influence of government supervision intensity on the performance of social capital,provides theoretical support for the government to implement PPP supervision in the future,and also provides choices for social capital During the project,the role of local government supervision can be measured.This is conducive to better achieving the goals of the PPP project and providing better services to the public.
