Countermeasures Of Rural Grass-roots Party Organizations Leading Rural Revitalization

In the report of the 19th National Congress of the Communist Party of China,a great plan of the strategy of rural vitalization has been made.General Secretary Xi Jinping pointed out that to promote rural rejuvenation,the leading role in rural primary party organizations must be strengthened.Rural primary party organizations are familiar with the current rural situation,the demand of rural people and agricultural issues,providing an indispensable impetus and an important guarantee to effectively promote rural vitalization.Rural primary party organizations are also the indispensable carriers in the combination and match between national resources and rural needs.Rural industry revitalization,prosperity promotion,new agriculture development,and the solution to solve “agriculture,rural areas,and rural people” all require the promotion and guidance from rural primary party organizations.The key is to strengthen the construction of rural primary party organizations and play a key role in leading rural development.Ma Ying Community(rural Community)in Changfeng County was used as an example,the current situation of leading rural revitalization in the general party branch in Ma Ying community was summarized using literature research,questionnaire survey and on-the-spot interview.The existing problems were analyzed,and a feasible path of leading rural revitalization for rural primary party organizations is therefore offered.In the research background,significance,overview of the current domestic relevant literature and a brief review of the research content are shown in the introduction part,.In addition,methods,innovations,deficiencies are analyzed.The key concepts and relevant theories of “rural vitalization”,“rural primary party organizations”,“New Public Service Theory”and “Synergetic theory” are elaborated to lay a theoretical foundation for the following content in the second chapter.In the third chapter,expounds on the close relationship between rural primary party organizations and vitalization strategy,and mutual promotion and demand.Besides,the leading role of primary party organizations in the rural vitalization strategy can not be ignored.The Fourth Chapter is the on-the-spot investigation results of the party construction work in Ma Ying community,and its main practice and effect are summarized.At present,in the construction of primary party organizations in Ma Ying community,a great progress has been made,which has greatly promoted the process of rural vitalization with many practical challenges.Finally,given the current situation of rural vitalization led by the party construction in Ma Ying community,the feasible paths were explored: feasible advice was provided from four aspects of party member troop construction(the system consummation,the promotion of the rural governance ability and the real rural industry,etc.).The intention is to find a suitable solution to solve the problems.A scientific experience should be summarized through comprehensive consideration to break through the bottleneck of development based on the practical challenges and shortcomings of rural vitalization in Ma Ying community,providing useful information for other rural primary party organizations.
