Research On The Impact Of Digital Economy On Green Innovation Efficiency

The factor-driven and investment-driven "rough" economic development model has driven China’s rapid economic growth,resulting in increasingly prominent resource and environmental problems.Under the background of the new development pattern and high-quality economic development,improving the efficiency of green innovation that takes into account both "green" and "innovation" has become the key to my country’s realization of regional green transformation and development.With the steady advancement of the Digital China strategy,can the digital economy,as a new engine driving innovation,break through the constraints of environmental resources,improve the efficiency of regional green innovation,and achieve synergistic growth in innovation performance,economic benefits,and environmental performance?This thesis uses the panel data of 30 provinces and cities in China from 2012 to2019 as the research sample,and uses the super-efficiency SBM model with unexpected output and the principal component analysis method to calculate the green innovation efficiency and digital economy of each province in my country from 2012 to 2018.On this basis,the dynamic panel model is used to empirically test the impact and mechanism of the digital economy on the efficiency of green innovation.The research found that:(1)my country’s regional green innovation efficiency has generally increased steadily from 2012 to 2018,and the connotation of green development efficiency has been continuously enriched.From a national perspective,my country’s green innovation capacity has been continuously strengthened,environmental benefits have emerged,factor input has been continuously optimized,and resource utilization efficiency has steadily improved;from a regional perspective,although the green innovation efficiency in the eastern region is higher than that in the central and western regions,the three The green innovation efficiency values of all regions show a fluctuating upward trend,and the gap is constantly narrowing;from the perspective of provinces,the green innovation efficiency values of eastern coastal provinces such as Guangdong and Zhejiang are higher,but the green innovation efficiency values of Shanxi,Inner Mongolia and other central and western inland provinces are green innovation.The overall trend of efficiency value rises slowly,and it is still necessary to speed up the flow of factors and optimize the allocation of resources.(2)The development of the digital economy has significantly promoted the efficiency of green innovation in my country.The digital economy utilizes the synergistic effect of digital technology to achieve a jump in the efficiency of regional green innovation from three levels: digital infrastructure,digital technology application,and digital industry development.(3)The digital economy promotes the efficiency of regional green innovation by optimizing the efficiency of resource allocation and improving the degree of marketization.From the perspective of resource allocation,on the one hand,the digital economy improves the efficiency of green innovation by reducing labor mismatch,and labor mismatch plays a partial intermediary role in this process;on the other hand,the "siphon effect" caused by the digital divide makes the digital economy It exacerbates the degree of capital misallocation,and capital misallocation plays a masking effect in this process.From the perspective of marketization,the digital economy provides innovative entities with a more complete market environment by improving the level of marketization,thereby improving the efficiency of regional green innovation.In addition,from the perspective of external driving mechanisms,intellectual property protection and financial agglomeration have played a positive regulatory role in the process of the digital economy affecting the efficiency of green innovation.Intellectual property protection and financial agglomeration can significantly strengthen the role of the digital economy in improving the efficiency of regional green innovation.(4)Further analysis found that the impact of digital economy development on green innovation efficiency has regional heterogeneity and development mode heterogeneity.The development of the digital economy has an inhibitory effect on the efficiency of green innovation in the western region and resource-based regions,and it has a promoting effect on the central and eastern regions and non-resource-based regions.In addition,this thesis further studies the two-stage green innovation efficiency and finds that the digital economy has a significant role in promoting green research and development efficiency and green achievement transformation efficiency.Based on the above conclusions,the policy recommendations of this thesis are formed as follows:(1)Increase the capital investment in the digital industry and improve the development level of the digital economy.(2)Alleviate the capital mismatch brought about by the development of the digital economy through policy measures.(3)Create a good external environment for green innovation activities of enterprises.(4)The formulation of digital industrial policies should focus on adapting measures to local conditions,and formulate differentiated and dynamic industrial policies according to the characteristics of each region.
