| In 2017,General Secretary Xi Jinping put forward the rural revitalization strategy for the first time in the report of the 19 th National People’s Congress of the Communist Party of China.The general requirements include five aspects,which is to build rural areas with thriving industry,pleasant living environments,social etiquette and civility,effective governance,and prosperity.Among them,industrial revitalization is the premise,foundation and key to achieving the rural revitalization strategy.Therefore,industrial revitalization is the primary task and central issue of the rural revitalization strategy.Chinese herbal medicine is a unique health resource in China,and also an economic resource with huge potential.The Chinese herbal medicine industry covers the primary,secondary and tertiary industries,with a long industrial chain,high added value and strong driving force,which plays an important role in promoting rural economic and social development.Dingxi City is rich in traditional Chinese medicine resources,with a complete chain of planting,processing,warehousing and trading of traditional Chinese medicinal materials.The traditional Chinese medicinal materials industry has a good foundation and distinctive characteristics.There is rich in Chinese herbal medicine resources in Dingxi City,with a complete chain of planting,processing and trading of Chinese medicinal materials,and the Chinese herbal medicine industry has matured foundation and distinctive characteristics,which is an advantageous characteristic industry and an industry that enriches the people in Dingxi City and even Gansu Province.Dingxi City vigorously develops the Chinese herbal medicine industry and promotes the concentration of talents,capital,technology and other industrial elements in the countryside,which is an important way to realize the comprehensive development of rural industries,and it plays an irreplaceable role in adjusting the agricultural structure,increasing farmers’ employment,increasing farmers’ income,and assisting the revitalization of rural industries.This paper adopts the method of literature research,field research and questionnaire survey,combined with the work practice of participating in the compilation of the "the 14 th Five-Year Plan for the Development of Traditional Chinese Medicine Industry in Dingxi City",to comprehensively and objectively investigate rural traditional Chinese medicine in six counties and one district of Dingxi City,and to analyze and study the advantages,disadvantages,opportunities and challenges of the Chinese herbal medicine industry in Dingxi to promote the revitalization of rural industries.Among them,there are obvious advantages in the industrial foundation of planting,processing,warehousing and trading of traditional Chinese medicinal materials,as well as the cultivation of production and operation organizations of Chinese herbal medicines,but there are disadvantages and deficiencies in the breeding of Chinese herbal medicines,mechanized production,and industrial integration development.There are rare opportunities in promoting the development of Chinese herbal medicines industry,and rural revitalization policies,and it faces difficulties and challenges in terms of funds,talents,and market competition.On this basis,design and propose a systematic,specific implementation path and guarantee system for Dingxi Chinese herbal medicine industry to help rural industry revitalization.There are seven specific implementation paths,including completing top-level design,improving infrastructure construction,cultivating modern management organizations,promoting integrated development of Chinese herbal medicine industry,enhancing the construction of various industrial chains such as planting,processing,warehousing and logistics,and brand marketing of traditional Chinese medicinal materials in rural areas,and are four aspects in the security system,including building organizational coordination,financial supporting,talent training and scientific and technological supporting. |
