| For a long time,influenced by the dual structure of urban and rural areas and other reasons,China’s agricultural land grading and valuation research and agricultural land market construction have been lagging behind construction land,and the role of grading and valuation in guiding the construction of agricultural land quality has not been given full play.In recent years,due to the relatively low income of agricultural land and the development of non-agricultural employment market,rural land transfer has become very common.In the context of the current national land management reform and practice,and the continuous strengthening of agricultural land quality construction,in-depth research on collective agricultural land grading and benchmark land valuation is important for exploring the theory and methods of agricultural land grading and price assessment,deepening the understanding of the factors influencing collective agricultural land grading and price formation mechanism,promoting collective agricultural land grading and valuation and market supervision,and promoting agricultural land quality at the same time.It is of great theoretical significance and practical application value to promote the construction and control of agricultural land quality.This paper takes Longkou City,Shandong Province as the study area,refers to the regulations on agricultural land classification,grading and valuation,clarifies the connotation of collective agricultural land and its benchmark land price,adopts the factor method to comprehensively assess the grade of collective agricultural land based on 3S technology,uses the sample point land price averaging method combined with the grading index model method to assess the benchmark land price of collective farmland and garden land,analyzes its spatial characteristics.A multiple linear regression model was used to investigate the relationship between the influencing factors on the land price of the sample sites.The main research results are as follows.(1)The grade of collective agricultural land in Longkou was evaluated and its spatial characteristics were analyzed.The factors and weights influencing the level of collective agricultural land were determined by the Delphi method,and the distribution characteristics of the grading factors and their assignment methods were studied based on Arc GIS and ENVI,and the level of collective agricultural land was assessed by the comprehensive index,and the spatial distribution characteristics were analyzed by drawing a map of the level of collective agricultural land.The results show that the total area of collective agricultural land in Longkou City is 56945.41hm~2,which is divided into three levels based on the total score frequency curve method of grading index.Among them,the primary land area is 15411.23hm~2,accounting for 27.06%of the total area of collective agricultural land in the city,mainly distributed in the towns and streets with high economic conditions around the urban area;the secondary land area is 18610.15 hm~2,accounting for 32.68%of the total area of collective agricultural land in the city,mainly distributed in the sub-periphery of the urban area and the northeastern part of Longkou;the tertiary land area is 22924.04 hm~2,accounting for 40.26%of the total area of collective agricultural land in the city,mainly distributed in the southern low mountainous hilly area.The area ratio between the first,second and third levels of collective agricultural land gradually increases to 27.06:32.68:40.26,with obvious differences in land use types within the levels.(2)The benchmark land price of collective agricultural land in Longkou City was evaluated.With the support of Arc GIS and GPS,the benchmark land price of contracted operation right and benchmark land price of operation right of collective farmland and garden land were evaluated based on the income approach using the sampling point land price average method combined with the gradation indexes model method,and the benchmark land price of collective agricultural land was mapped.The prices of contracted management rights of level arable land were 41.70yuan/m2,37.65yuan/m2 and 31.05yuan/m2,respectively;the prices of management rights of level arable land were 29.10yuan/m2,22.95yuan/m2 and17.25yuan/m2,respectively;the prices of contracted management rights of level garden land were 43.50yuan/m2,37.20yuan/m2 and 28.35yuan/m2,respectively.The prices of level garden land management rights were 30.75yuan/m2,25.95yuan/m2,19.65yuan/m2,respectively.(3)The factors influencing the price of collective agricultural land in Longkou City were analyzed.The multiple linear regression model method was used to analyze the influencing factors of collective agricultural land prices in Longkou City.The results showed that,at 10%significance level,the four factors that significantly influenced the price of arable land and the magnitude of their influence were:wetness index(0.317)>influence degree of town center(0.316)>irrigation guarantee rate(0.197)>field road(0.137).The four factors that significantly influenced the price of orchard land and the magnitude of their influence were:wetness index(0.325)>top soil texture(0.3)>concentrated contiguity(0.256)>field roads(0.162).The results of the study can provide references and lessons for the study area and similar areas to scientifically carry out collective agricultural land grading and benchmark land price assessment,promote the regulation of collective agricultural land market,and facilitate the construction and control of agricultural land quality. |
