Study On The Problems And Countermeasures Of Government Procurement In Benxi City

With the continuous development of social economy,government procurement has attracted extensive attention from all sectors of the society.The formal implementation of the People's Republic of China government procurement law in January 1,2003 is the mark that the government procurement of China has made the substantial progress.With the promulgation and implementation of the government procurement law,the government procurement of China has developed rapidly.Up to 2015,the scope of the government procurement of China has reached 2 trillion and 100 billion.The scope of government procurement is big and wide,but all sorts of problems appeared at the same time.How to make the government procurement in the sunlight operation is the research content of the scholars from all over the world.The government procurement of the Benxi City has obtained a big progress through long time development.The turnover reached to 1 billion Yuan from several millions Yuan at the earlier time.The gradual improvement of the regulations and platform,the government procurement center provides a convenient circumstance to the buyers and tenders.However,there are still some problems needed attention?summary and reflection in the practical work.The paper based on the theory of government procurement?the theory of reconstruction procedure and the theory of transparent government to analyze the projects in government procurement in Benxi city in details.Through the analysis,some problems were found in the practical work as following:the first point is that the supervision of the government procurement stresses on the process,and the supervision of the approval and the checking is lacking.The second point is that the modes of the procurement are approved unreasonably,and the catalog and limit of the procurement are seriously lagging behind.The third point is that the rate of the invalid bid is too high resulting in a great waste of finance.The fourth point is that part of the procurement projects is mere formality,and the function of the government procurement is not obvious.The fifth point is that the projects of some districts are unified into the market trading,the efficient supervision is lacking.The sixth point is that the management of the government procurement deposit is in chaos;the procedures of the payment and refund are tedious.The methods of quantitative analysis?empirical analysis and comparative analysis are used in this paper.On the basis of a large number of research literature and results in the area of domestic and foreign government procurement,the reasons of the problems existing in the government procurement of Benxi city are concluded.The reasons of the problems are mainly due to the incorrect position of the supervision?too much unreasonable demands of the buyer?the malicious low price competition of suppliers?the unprofessional agent of procurement?the inefficient management of the projects from the country and district?the limit of the platform.According to the problems and reasons above,the countermeasures are presented to perfect the government procurement of Benxi City.The first point is to strengthen the supervision of industry.The second point is paying much attention to the building of the regulations of government procurement.The third point is to make the projects from the countries and districts unified in to the market trading.The fourth point is to improve the electronic level of the government procurement of Benxi City.The fifth point is to accelerate the reform of the government procurement system of Benxi city.
