Research On The Function Optimization Of Popular Science Education Base From The Perspective Of New Public Service Theory

At home and abroad in recent years,with the rise of nuclear facilities,Japan fukushima,the negative impact of the wave,the public social management,to enhance health awareness,fear,against,the voice of the confusion,the formation of the "one building,the" ring "one stop",cycle,trace to the end,this is the government information open and transparent enough,The lack of science popularization and the function of science popularization education base are not in place.As the front position of popular science education,popular science education base plays an indispensable role in optimizing the scientific quality of the whole people and the knowledge of nuclear and radiation science.Based on the new public service theory,through literature research,social investigation and other methods,combined with the domestic and foreign nuclear and radiation popular science education bases,this study elaborated and discussed the status quo,existing problems and causes of the realization path of popular science education function of F base,and proposed solutions.The article also pointed out that misunderstanding of nuclear and radiation issues will seriously damage the image and credibility of government departments,thus causing social unrest,hindering the application and development of nuclear technology,and delaying the purification of the ecological environment.Despite the joint efforts of all parties in the region,F Base has made great progress,but it still has the common faults of public institution base,such as weakened function of popular science education,weak talent team,slow response to public demand,too single exhibition and teaching equipment,and lack of funds for popular science education.The main reasons are as follows: the government,managers and the public have some deviation in their understanding on the ideological level,the policies and guidelines are restricted to a certain extent in all aspects,and the realization of popular science education is affected by the lack of public resources.In this regard,literature research and social investigation are adopted in this study,combined with the actual situation of F base,and the following solutions are adopted: first,strengthen government control and guarantee to reflect the positioning of public services and functions;Second,perfect the working mechanism of the base and improve the public service system;Thirdly,strengthen the construction of human resources in the base to ensure the level of public service;Fourth,continue to innovate public service models to provide accurate public services to citizens;Fifth,broaden the channels of raising funds for popular science and pursue public interests.
