Study On Community Economic Resilience Under The Influence Of Public Health Emergencies

With the frequent occurrence of public health emergencies,the concept of resilient has become a consensus.As the basic unit of urban planning and governance,the construction of resilient community bears the brunt.The sustainable development of communities is inseparable from the development of community economy,community economic resilience is an important part of building resilient communities.It determines the learning adaptability of community economy in the face of public emergencies,so as to maintain the basic service function of community economy.High resilience contributes to the prosperity and stable development of community economy.By reviewing the existing resilience theory and research results of community economy at home and abroad,this paper combines resilience theory with community economics.Taking the COVID-19 as an example,the public health emergency was taken as the background,this paper analyzes the market economic behavior of the community before and after the ovid-19 epidemic,and discusses the mechanism of community economic resilience.Extract corresponding indicators from the perspective of microeconomic components,and build an evaluation index system for community economic resilience.Combined with Delphi method and expert analysis method,determine the weight and form the index scoring standard and evaluation result grade description.Then,selecting three different communities as representatives to verify the feasibility of the community economic resilience evaluation system.Deeply analyzing the level of economic resilience of each community and the differences of economic resilience of different communities,and exploring the relationship between community economic resilience and its external influencing factors,puts forward some suggestions to improve community economic resilience.In order to provide an effective reference for promoting the evaluation of urban community economic resilience.The main conclusions of this paper are as follows: different communities have different performances in all aspects of community economic resilience.It is difficult for the community economy with prominent single factors to achieve a high level of resilience,the resilience of community economy should be comprehensively improved from vitality,resistance and resilience.The distribution of transportation,commercial and medical facilities have an impact on the economic resilience of the community in the study area,while the distribution of greening facilities has no obvious relationship with the community economic resilience in the study area.Therefore,urban planners should reasonably arrange transportation,commercial and medical facilities.The community planning should scientifically determine the scale and format of community economy,reasonably arrange the proportion of community commerce,and pay attention to the diversified development of community economy;residents should also cultivate a sense of hardship,maintain good savings,and strengthen income stability and diversity of income sources;with the help of network technology,businesses can actively update their business model and improve their anti risk ability.With the help of government,market and other forces,carry out comprehensive regulation and management.
