Research On The Management Strategy Of The Whole Process Of Public Construction Project Bidding

With the rapid development of Chinese economy,the pace of urbanization has accelerated significantly.The government has invested in a series of public building projects to promote urban development and to improve people’s quality of life.The amount of signed contracts has increased year by year.The public construction projects invested by the government generally have the characteristics of large scale favorable conditions,and large economic profits,which induces the phenomenon of illegal bidding and tendering conspiracy in the bidding process.In recent years,national policies and various local regulatory authorities have issued a series of regulations,supplementing and improving the regulatory supporting system documents for bidding and tendering.At the same time,special actions have been deployed across the country to carry out governance work.Some aress have achieved good results,while some place still faces many problems.With the deepening of the reformation of government’s functions nationwide,the State Council has put forward guiding opinions on the bidding and tendering work,which has showed the great importance of the state,and also have removed obstacles and pointed out the direction for the promotion of bidding reform in other places.This thesis has started with the market environment and existing problems of public building bidding in province A.Firstly it has regulated and correctted the irregularities of the tenderee,has used the investigation-research method and AHP evaluation method to reconstruct the bidding evaluation system,which make the tenderee can execute according to the situation of the tender project,and it also prevents the tenderee from setting up preferential bidding terms for specific bidders.It has improved the transparency and standardization of the bidding.Then,aiming at the illegal behaviors such as bidders colluding and rigging bids,a static game model with incomplete information has been constructed under the established bidding evaluation system,and drawed out the strategic countermeasures.Finally,engineering cases have been introduced for empirical research.By formulating scientific bidding model,it has changed the soil on which illegal bidders depend,promoted market-oriented competition,and improved engineering quality,which verifies the practical effect of governance strategies.Through the research of this thesis,not only the illegal behaviors in the bidding process of public building projects are controlled,but also the goal of optimizing the market environment and stimulating the vitality of the market is realized.
