| The outline of the "14th Five-Year Plan" proposes to accelerate the construction of China as a manufacturing power with high-quality.In order to transform China from manufacturing giant into manufacturing power,the core task should be focused on optimizing production structure,promoting management,and strengthening industrial efficiency.From the reality of the development of China’s manufacturing industry,human resources are indispensable strategic resources for the high-quality development of China’s manufacturing industry.Therefore,if China’s state-owned manufacturing enterprises want to develop with high-quality,the level of human resource management must be improved,which means they should build a comprehensive,normative,assailable,continuously dynamic adjustment,and highly effective company performance management system.Performance management has been recognized and applied by more and more companies,which also achieved certain results.At present,in order to promote enterprises’ development through performance management system,a proper performance management system must contain the following characteristics.First of all,its setting goals must be consistent with the company’s strategic goals.It should be organically integrated with the company’s internal management and external environment.Secondly,performance management system must be properly adjusted according to actual situation of the company,which means the performance management system cannot be rigidly copied.Finally,it is necessary to have a correct understanding of performance management system.Performance management system is an organism,which feed backs and updates continuously.By taking YH Company as the research object,this paper investigates the company’s current performance management status quo,which is based on domestic industry status and the company’s internal production and operation reality and guided by the company’s strategic goals.After using the method of questionnaire survey,literature analysis and interview,this paper finds that the current management does not match YH Company’s strategy in the company’s current management system,which contains problems like employees’ participation in the performance management system plan is insufficient,the performance appraisal indicators does not match well with job responsibilities,the performance management system does not highly correlate with the company’s strategy,the performance communication is not sufficient,the continuity of performance management is not enough,and the application of performance results is not comprehensive.The main causes are insufficient awareness of performance management by personnel at all levels,strong subjectivity in performance appraisal indicators,lack of two-way communication throughout the process,and lack of performance counseling management and control.In view of the above reasons,this paper develops a scientific,reasonable,sustainable and efficient performance management system that is based on the relevant theory of KPI assessment.The performance management system mainly makes suggestions for improvement according to the five links of the performance management process,which are setting up performance appraisal indicators with clear levels and reasonable rights and responsibilities,strengthening performance communication,and applying diversified results,so as to improve the company’s internal management level,enhance the process of management and result control,enhance the company’s market competitiveness and provide reference for the same industry. |
