As a core content of human resource management, performance management has been growing rapidly in Chinese enterprises since the mid 1990’s. The concept of performance management and management pattern has changed according to the era.Speeding up and integrating with world economic, performance management in one of our country’s basic industry, power industry, plays a key role in the targeted performances of the national and regional power grid enterprise management. In addition, performance management indirectly affects the reformation and construction of power system, as well as the management system and supervision mechanism.State Grid NC power Supply Company has achieved certain success since October 2007. Like all new things, although to some extent it received some performance appraisal, performance management in State Grid NC power Supply Company still needs more time to be developed. For example, currently, a series of issues are required to be solved. Firstly, performance management system training needs to be strengthen. Secondly, less attention has been paid to the job analysis than it should be. Thirdly, formal assessment process is not enough, because it is too simple to be used as a criterion to assess appraiser. Feedback of results is required to be provided as well. Finally, without incentives, only controlling participants’ performance constrained its development of performance appraisal. Thus, three questions are needed to be answered. How to guarantee the efficient operation of performance appraisal system? How to maximize the function of performance appraisal system?How to strengthen the combination of inspection results and the personnel management mechanism?To solve the problem that has been proposed, this paper will firstly analyzes current performance management in NC power Supply Company by using relevant theoretical knowledge. Then, survey method, literature research, information method and descriptive study research method will be combined with advanced ideas of performance management in China and foreign countries to investigate the reason and the result of these problems. Secondly, optimization of the functions, content, cycle,weight, process, and application results will be proposed. In the mean time, relevant suggestions will be presented such as improving awareness of managers, implementing staff growth system, perfect the compensation system design, and strengthen culture construction. Under this circumstance, these relevant supporting instruments will benefit current performance management system in this enterprise. Finally, this paper states that performance management system optimization countermeasures should abide by following principles "strategic guidance, focused; hierarchical classification,quantitative assessment; standardized, and scientific evaluation; people-oriented,strengthening incentive". In addition to that this paper is going to link theory with practice to improve the level of the application of performance management system.To ensure the performance management system in accordance with the company’s development goals and meet the requirements of sustainable development of the company, implementing performance appraisal work process, using scientific and effective performance management system operation are important. Therefore, this research would provide implications to the electric power enterprise marketing operation, strategy oriented performance management system setting up, and the economic and social improvements.
