| Innovation,as the first driving force leading development,has been paid much attention.In recent years,countries have issued many innovative policies to promote the improvement of enterprise innovation ability.In 2006,the State Council promulgated the outline of the national medium and long term science and technology development plan(2006-2020)(hereinafter referred to as the outline),which made an overall deployment for the development of Chinese enterprises and set development goals.It was one of the innovative policies with wide scope of action and strong sustainable effect at that time.In addition,the number of patents obtained by Chinese enterprises in recent years also showed a gradual increase,which showed that the innovation achievements were obvious.However,compared with developed countries,China’s innovation output is low in both quantity and efficiency.Therefore,it is of great significance to study how the scientific and technological innovation policy affects the innovation ability of enterprises.It is not only a beneficial exploration of the effect of innovation policy,but also a deepening understanding of the transformation and upgrading of China’s industrial enterprises from the perspective of policy.This thesis first introduces the introduction,including the research background and significance,research status,research ideas and methods,and overall framework,and then reviews the literature,summarizes the literature,puts forward the innovation of this thesis,and then conducts a theoretical analysis.The impact of science and technology innovation policy on enterprise innovation,combined with relevant theories and literature,introduces and puts forward four research hypotheses of this thesis;secondly,it measures the text of science and technology innovation policy and analyzes the characteristics of enterprise innovation;Thirdly,empirical analysis;Finally,based on the previous empirical results and research methods,this thesis gives three conclusions,and puts forward four suggestions according to the research conclusions,which provides some ideas for the further improvement of innovative policies.This thesis focuses on the empirical analysis.In the empirical analysis,this thesis takes the outline as an exogenous innovative policy experiment.Firstly,match the Chinese patent database with the Chinese industrial enterprise database(1998-2013),and then conduct word segmentation matching on the outline and the main products and three digit code industries of the enterprise sample,so as to obtain the individual virtual variables of the enterprise.Finally,the matching data is obtained by combining the data,Using did double difference method,this thesis empirically explores the impact of innovation policy on enterprise innovation ability,and analyzes the results from multiple angles,including benchmark regression analysis,mechanism analysis and heterogeneity analysis,as well as endogenous and robustness test.Through the empirical results,the following conclusions are drawn: first,in terms of innovation ability,the larger the scale of enterprises,the stronger the innovation ability of private and foreign-funded enterprises than state-owned enterprises,and the innovation ability of export-oriented enterprises is stronger than that of non export-oriented enterprises;Second,after the implementation of the policy,the innovation capability of my country’s industrial enterprises has been significantly improved.The "Outline" has significantly increased the number of innovation patent applications,utility model applications,design applications and the total number of three types of patent applications.Third,patent applications have obvious mechanism effects.By promoting the R & D expenditure of enterprises,the outline has significantly increased the number of applications for three types of patents,significantly increased the subsidy rate of China’s industrial enterprises,and significantly reduced the interest cost of enterprises,but did not significantly reduce the income tax rate of enterprises;Fourth,from the perspective of the heterogeneity of patent innovation,there is no heterogeneity in enterprise size and export status,but there is regional and ownership heterogeneity.The contributions of this thesis are as follows: first,most of the previous literature used direct extraction when dividing the results of policy exogenous shocks.This thesis used the processing method of natural language to measure the policy text to determine the classification of key industries when determining the key development industries.Second,in the previous literature,the determination of individual virtual variables in the dual difference model is mostly based on the methods of policy classification,matching,reference variables and synthesis.This thesis uses the means of natural language processing and word segmentation matching to determine individual binary virtual variables in the dual difference model,which broadens the way of thinking for the determination of individual virtual variables in the dual difference model. |
