Under the background of high-quality development,innovation-driven development is particularly important.It is the deep integration of science and technology and finance in sci-tech finance,which can provide financial support for scientific and technological innovation,promote the development of high-tech industries and promote industrial structure upgrading.Industrial structure upgrading also depends on financial and technical support.When the industrial structure is transformed from low level to high level,it must be matched with the corresponding level of scientific and technological innovation and sci-tech finance,so that the upgrading process of industrial structure will be more stable.Therefore,it is significant to promote the effective coupling between sci-tech finance and industrial structure upgrading to achieve high-quality development.This paper analyzes the coupling relationship between sci-tech finance and industrial structure upgrading from three aspects: theory,present situation and demonstration.In theory,it mainly introduces related theories,including: innovation theory,system theory,related theories of finance and related theories of industrial structure upgrading;On this basis,the coupling relationship between the two is analyzed from three aspects: coupling form,coupling characteristics and coupling mechanism.In the present situation,sci-tech finance focuses on three aspects: resource in sci-tech finance,input in sci-tech finance and output sci-tech finance.Industrial structure upgrading is analyzed from the added value of three industries and the employed of three industries.In the empirical aspect,by constructing index system of the sci-tech finance and industrial structure upgrading,using entropy method to give weight to each index,calculating sci-tech finance and industrial structure upgrading comprehensive index,analyzing the development situation of sci-tech finance and industrial structure upgrading from the national,three regions and provincial level;On this basis,using the coupling model and static panel data model,measuring the coupling degree between sci-tech finance and industrial structure upgrading.According to the classification of coupling types,the coupling situation between sci-tech finance and industrial structure upgrading is analyzed from the national and provincial levels.Finally,the effects of related factors on the coupling development of the two are analyzed.According to this,the following conclusions are drawn:(1)The comprehensive index of sci-tech finance is on the rise as a whole,but the development of each province is unbalanced,showing regional heterogeneity.From the change situation,the number of the first echelon and the third echelon is increasing;The number of the second echelon increased first and then decreased,while the number of the fourth echelon and the fifth echelon gradually decreased.By 2019,Beijing,Shanghai and Guangdong will be in the first echelon,among which Beijing’s sci-tech finance composite index is the highest,exceeding0.7;Yunnan,Guizhou,Gansu and other places belong to the fourth echelon,and the comprehensive index of sci-tech finance is low.(2)Overall,the comprehensive index of industrial structure upgrading shows an increasing trend,and its spatial distribution is characterized by high in the east and low in the west.On the whole,the upgrading of industrial structure shows the development from the third and fourth echelon to the second and third echelon,and then to the first and second echelon.Most provinces and cities in the eastern region have a high comprehensive index of industrial structure upgrading,such as Beijing,Tianjin,Shanghai and other places;However,the comprehensive index of industrial structure upgrading in some provinces and cities(autonomous regions)in the central and western regions is low,such as Guangxi,Gansu and Heilongjiang.(3)The coupling degree between sci-tech finance and industrial structure upgrading in most provinces and cities is increasing,but there are differences in coupling types.Beijing,Shanghai,Tianjin,Jiangsu and other places are in a positive coupling,entering a coordinated development stage;By 2019,Beijing will achieve high-quality coordinated development,Shanghai will be in intermediate coordinated development,Tianjin,Jiangsu and other places will be in primary coordinated development,while Shanxi,Yunnan,Guizhou,Xinjiang and other places will still be negatively coupled,and they will be in an unbalanced development stage.(4)The government’s financial investment in science and technology,financial institutions’ science and technology loans,technological innovation ability,regional industrial structure and economic development level have a significant role in promoting the coupling development between sci-tech finance and the upgrading of industrial structure,but the promoting effects are different.The adjustment of industrial structure in the eastern region has a strong promoting effect on the coupling degree between the two,the economic development level in the central region has a strong promoting effect on the coupling degree between the two,and the government’s financial investment in science and technology in the western region has a strong promoting effect on the coupling degree between the two.Finally,some suggestions are put forward to promote the coupling development between sci-tech finance and industrial structure upgrading.
