The industrialization-urbanization integration is a benign state of pursuing the balanced development of cities and industries,and it is a new type of urbanization of "people-oriented".In 2014,the promulgation of the "National New Urbanization Planning(2014-2020)" put forward new requirements for industrial and urban development,marking that the country’s urbanization development has entered a new stage.In recent years,the country’s industrialization,agricultural modernization and urbanization have developed rapidly.The industrial and cities complement each other during the economic development process.The synergy effect of integration of production and urban is significant,but some areas have shown uncoordinated situations.Compared with developed areas,the industrial and urban development of Heilongjiang Province is facing many problems.The integration process of the city is blocked.After the outbreak of the new coronary pneumonia,industrial and urban development has been greatly affected,facing severe challenges.Due to the comprehensive effects of various factors such as the downward pressure of Heilongjiang Province,the loss of population,and the impact of industrial
