After 40 years of reform,state-owned enterprises,which shoulder the important task of cultivating micro market players with the characteristics of independent operation,self responsibility for profits and losses and self-development,have made breakthroughs in improving the business model and establishing a modern enterprise system.The "gradual" reform not only demonstrates China’s wisdom,but also provides valuable experience for other developing countries in the world.The disadvantages of state-owned enterprises stem from the operational inefficiency and market distortion caused by policy burden,which are mainly reflected in the incompatibility between enterprise managers’ redundancy and incentive,the deviation between regional development strategy and factor endowment structure,and the inefficiency of state-owned economy.In order to explore whether there is an efficiency basis for alleviating policy burden and market distortion in the field of environment,and provide a supplement to the theoretical basis for state-owned enterprise reform from the perspective of green development,this paper systematically combs the existing research results in relevant fields,and explores the mechanism of the impact of state-owned enterprise reform on green development from the perspective of industrial structure in combination with the research results of state-owned enterprise reform,green development theory and the framework of taking advantage of the situation,Build a theoretical model of state-owned enterprise reform and green development.With the help of micro enterprise data,the enterprises and regions are matched to obtain the panel data of 258 cities(excluding the samples of administrative division changes and serious data loss).Based on the continuous measurement of the intensity of China’s existing enterprise reform,the above theoretical model is estimated,and the following conclusion is obtained: the reform of state-owned enterprises has significantly alleviated the deviation between regional development strategy and comparative advantage,The heterogeneity of industrial structure and location determine the strength of this role;This mitigation effect significantly improves the efficiency of green industry.When the city crosses the threshold of industrialization,this effect is further enhanced.Based on the above research conclusions,this paper puts forward the following suggestions:first,formulate differentiated reform objectives and corresponding industrial policies,examine the interactive relationship between local economic indicators and thresholds in the development plan,make layout in advance,and strengthen the shaping of enterprise autonomy by industrial policies under the new pattern of mixed reform of state-owned enterprises;Second,the government should play a certain role in the optimization of state-owned enterprises’ technology policies;Third,from the perspective of enterprises,state-owned enterprises should give full play to the role of the state-owned economy in shaping the market environment,perform the function of "market economy transition",and consider how to adjust the pace of reform in detail.This paper provides a research perspective on the reform of stateowned enterprises and industrial structure for the research field of green development,and also has some enlightenment for the reform of state-owned enterprises under the background of green development.
