| In recent years,with further development of the city,the scale of the city increases,the reconstruction and new resettlement projects in old cities are developing rapidly.A large number of resettlement projects are in full swing.For such projects,the government usually plays the role of leader,the demolition and resettlement are carried out in a unified manner,and EPC mode is generally selected for project bidding.In EPC mode,the general contractor undertakes all the core work of the project,and the general contractor plays an indispensable role in the success of an EPC project.Therefore,how to objectively and comprehensively evaluate the comprehensive strength of the general contractor and select the best one has very important practical significance.However,the development of EPC mode in demolition and resettlement projects is relatively immature due to its short period of application time.In the selection of general contractors,the threshold of qualification and performance is relatively high,which makes the differentiation between competing enterprises low and leads to the competition of general contractors often in an inadequate state.In order to further promote the scientific development of general contractor optimization under EPC mode,from the standpoint of the construction unit,this paper evaluates and optimizes the comprehensive strength of the participating general contractors by establishing the optimization model corresponding to the optimization index,and selects a general contractor with the best comprehensive strength to complete the demolition and resettlement project.At the same time,it is hoped that the preferred indicators of general contractors under the EPC mode of demolition and resettlement project will enable potential general contractors to continuously improve and enhance their core competitiveness and promote their advantages.First of all,this paper reviews domestic and foreign literature on EPC mode related research,contractor selection related research,general contractor optimization research under EPC mode,providing theoretical basis for the writing of this paper.And the demolition resettlement housing project and EPC general contracting mode related theories are described,combined with EPC general contractor selection related research,the current general contractor selection method problems are analyzed.Also this paper discusses the importance of the demolition resettlement housing project UNDER THE EPC mode of general contractor optimization.Secondly,this paper combs the literature review at home and abroad,and determines the index with high frequency used in contractor selection to form a general index.After that,the initial indicators of general contractor optimization under the EPC mode of demolition and resettlement house project were determined through interviews with relevant experts.Questionnaire survey and analysis were conducted on the initial indicators.Finally,26 indicators in 5 categories were determined as the general contractor optimization indicators under the EPC mode of demolition and resettlement house project.In the aspect of index weight determination,the combination of G1 method and C-OWA operator is adopted to determine the weight of each index through game theory,which makes the weight more scientific and reasonable.Thirdly,this paper adopts the improved Grey relation TOPSIS method to optimize the general contractor under the EPC mode of the demolition and resettlement house project,calculates the relative closeness degree between each general contractor and the positive and negative ideal solution by using the improved Grey relation TOPSIS method,and further prioritizes the general contractors according to the relative closeness degree value,so as to optimize.Finally,combined with the contractor selection case of Baijia Square community project in Quzhou Smart New Town,the general contractor optimization index under the EPC mode of demolition and resettlement house proposed in this paper and its corresponding grey correlation improvement TOPSIS optimization method are used to optimize the general contractors involved.Through case analysis and sensitivity analysis of case results,it is proved that the method proposed in this paper has a certain rationality,feasibility and stability,which has a certain reference significance for general contracting optimization of resettlement housing project under EPC mode. |
