Overload and oversize road transportation is an illegal phenomenon which is caused inevitably by the country economy achieving stated level in the realm of traffic now. It is the illogicality between the traffic construction and road transportation in the system of traffic, whose evolution follows the famed Game Theory. Now, the problem is generally met in each country's economic and social evolution.Solving overload and oversize road transportation and safeguarding the production of road construction is a long-term and an important assignment which can accelerate the road traffic's development healthily. Shan'xi province attaches importance to the work of solving overload and oversize road transportation in the strategy of developing country west. Shan'xi had begun investigating and startup the work which experienced experimental unit, general punishment, strong and deep administration by the chance of the country. The work had gained definite actual effect after four years' solving, but it wasn't settled thoroughly and many problems were bequeathed.In 2007, china had put forward the claim that our country would have build the permanent mechanism of regulating overload and oversize road transportation from 2008 by three years in order to uproot the cancer which was restricting the road traffic development. Shan'xi started to design the permanent mechanism according to the above prescript in 2008.
