Abstract/Summary:
In the context of high-quality development,the premiumization of industrial structure already become a major task in the new era.Since land supports the development of various industries,the participation of land in macro-control will inevitably have an important impact on industrial structure upgrading.This study uses land elements as an industrial policy tool to explore the impact mechanism and effect of land participation in macro-control on industrial structure upgrading.And further analyze the temporal and spatial differences of the effects of each parameter,show the control effect of land elements in different regions and the implementation of land policies.Then seek the development path of differentiated land policy management cities.Firstly,based on the analysis of the relationship between China’s land market and industrial structure,from the perspective of industrial policy tools,the influence mechanism of land factors to play a comprehensive role of supply tools,financial tools and allocation tools is constructed.Secondly,Guangdong province and Hunan Province,which have similar land area,the same number of county-level administrative regions and adjacent geographical locations but different economic development levels,are selected as the research regions to compare and analyze the spatial and temporal patterns of industrial structure upgrading levels in the three stages of the two provinces.Finally,the geographical weighted regression model with better fitting degree is used for empirical analysis,and the influence effects and the spatial and temporal differences of the five variables on the upgrading of industrial structure are explored.The research finds:(1)the overall industrial structure of Guangdong province and Hunan province is constantly changing from a low-level form to a high-level one.In addition,the industrial upgrading speed of Hunan province is faster than that of Guangdong province.Combined with the law of diminishing returns,it is found that under the same land area,the level and growth rate of phase 3 industrial structure upgrading in Hunan province with high degree of regional coordination and high utilization rate of production factors show an increasing trend.In Guangdong province,which has large regional differences,the level of increment and growth rate of industrial structure upgrading in the third phase shows a decreasing trend.However,as Hunan province develops to a certain extent and continues to increase the input of production factors,the increment of industrial structure upgrading level will show a decreasing trend.(2)The differences in the level of industrial structure upgrading between Guangdong province and Hunan province are objective,and the spatial characteristics shows that the counties with a higher level of industrial structure upgrading are adjacent to each other,and vice versa.Based on the spatial correlation of industrial structure upgrading,further compare the fitting effects of OLS model and GWR Model,and finally choose to construct a geographically weighted regression model,so as to analyze the Spatiotemporal difference of the effects of land participation in macro-control on industrial structure upgrading.(3)When land acts as a supply tool,land factors promote the upgrading of industrial structure.When land acts as a financial tool,local governments form a financial dependence on land,which is negatively correlated with the upgrading of industrial structure.When land is used as a configuration tool,the higher the mismatch of land supply,the more the industrial structure needs to be optimized and upgraded faster.(4)The comparative analysis shows that the temporal and spatial differences also exist between the two provinces.The results show that when land is used as a supply tool,the influence effect is greater in Guangdong province,which shows that for cities with higher economic development levels and large internal differences,the adjustment of land supply strategy will be more conducive to the upgrading of industrial structure.The impact of land supply mismatch is greater in Hunan Province,which shows that for cities with lower economic level and better internal coordination,the demand for the accuracy of land distribution is higher.And the degree of land supply mismatch is greater,so it is more necessary to speed up the upgrading of industrial structure.In addition,the negative effect of land financial dependence is greater for Hunan province,which shows that the compressive capacity of urban industry and economy in Hunan province is weaker,and the high degree of land financial dependence will be more detrimental to future development.
