Research On Risk Management Of Urban Rail Transit PPP Project

While promoting economic development and improving the environment,Rail Transit can not only provide greater convenience for people’s Daily travel,but also improve the efficiency of urban traffic operation,the cost of later operation and maintenance is also high,which brings huge debts and management pressure to most local governments,so local governments urgently need to expand the mode of infrastructure construction,especially,the mode of innovative financing construction is needed to promote the rapid development of urbanization.The PPP mode is a kind of public-private cooperation operation mode,the PPP model is mainly used in the operation of large-scale public infrastructure,which provides a new innovative way for the government’s infrastructure construction,however,in the course of many projects’ actual operation,local governments lack relevant experience in the construction and management of large-scale public facilities,and the model formed is not scientific enough,many government managers and social investors do not agree with this model,the degree of familiarity is not enough.In essence,PPP cooperation model in the implementation process brings a series of risk issues,so,it is very urgent and necessary to strengthen the research on risk management of Urban Rail Transit PPP projectBased on the above background,this thesis uses the experience of PPP management system in developed countries in Europe,America and China for reference and makes a practical discussion,combined with the present situation of Enterprise Project Risk Management,this thesis identifies the risk factors of Rail Transit Line 7 PPP project by questionnaire survey,and according to the different types of risk factors which affect the project degree,according to the project implementation goal,the first and second level risk factors such as political risk are evaluated,assessed,shared,and combined with the internal and external causes of Project Risk,a series of risk-avoiding control principles are selected,and a series of risk coping methods and measures are adopted,in the process of project risk management,enterprises should take different measures to construct scientific and sustainable PPP project management system for construction risk and operation risk,to maximize the effectiveness of project risk management,reduce the degree of risk impact of the conclusion.At the same time,this thesis tries to change the concept of project management,innovate the way of PPP management,expand the specific tools of project management,and actively explore outward,to design a project management system suitable for the characteristics of the city and the PPP development mode of the rail transit project in the process of the current new urbanization,and to use this system to radiate other cities,it provides some reference for the globalization development and the knowledge direction transformation of other enterprises.
