Research On Evaluation And Optimization Of The Business Environment In District N Of Shantou

Business environment refers to the sum total of external factors and conditions such as government environment,market environment,legal environment,humanistic environment,etc.involved in the process of market subject’s access,production,operation and exit.In 2010,China’s GDP surpassed Japan for the first time and became the second largest economy in the world,second only to the United States.However,it is undeniable that China’s business environment construction is not commensurate with the status of the world’s second largest economy.On October 24,2019,the World Bank released the "2020 business environment report",and China’s global business convenience ranked only 31 st.District N of Shantou is one of the central districts of Shantou,facing new opportunities,District N also needs to optimize its business environment to meet the needs of economic development.Based on the existing theoretical research and the characteristics of the business environment in District N of Shantou,this paper,through in-depth discussion with relevant experts,constructs an evaluation index system of the business environment in District N of Shantou,which takes 9dimensions,such as starting enterprises,as the first-level index and 27 indicators,such as starting procedures,as the second-level index.At the same time,this paper uses analytic hierarchy process,by inviting 8 experts related to business environment to score,calculates the weight of each index,and finally establishes the evaluation index system of business environment in N District of Shantou.Then the business environment of N district in Shantou city was selected for empirical analysis.Fuzzy comprehensive evaluation method was used to analyze the index scores of 357 respondents.It was found that the window evaluation showed a generally satisfactory state,but there were differences in the scores of various indexes.Among them,the respondents are quite satisfied with the performance of the dimension of starting a business,but the scores of the five dimensions of project approval,obtaining credit,property registration,paying taxes and fees and transportation services are low.Then,through interviews with enterprise personnel and government and bank staff,combined with the actual situation of District N of Shantou,this paper further analyzes the causes of business environment problems in District N of Shantou and puts forward corresponding improvement suggestions.
