| Since the 18th CPC National Congress,the CPC Central Committee has taken poverty alleviation and development as the most arduous task and the most prominent weakness in building a well-off society in an all-round way,incorporated it into the overall layout of the "five in one" and the strategic layout of the "four comprehensives",and made comprehensive arrangements for poverty alleviation.Under the guidance of the precise poverty eradication strategy,by 2020,China has won an all-round victory in the battle against poverty,and the problem of absolute poverty that has plagued China for thousands of years has finally been solved historically.However,this does not mean the end of China’s poverty reduction.The Fourth Plenary Session of the 19 th CPC Central Committee put forward the goal and task of "consolidating the achievements of poverty eradication and establishing a long-term mechanism to solve relative poverty".It should be noted that although a well-off society has been built in an all-round way,China is still in the primary stage of socialism and will remain in the primary stage of socialism for a long time,and relative poverty will also exist for a long time.In order to alleviate relative poverty,it is still inseparable from the help of industry.Industrial development can promote employment and stimulate the endogenous driving force of the poor,which plays an important role in promoting regional economic development,narrowing the gap between urban and rural development and realizing the overall revitalization of rural areas.In particular,the development of characteristic industries based on the advantages of regional environmental resources has gradually become an important measure to break through the bottleneck of economic development in backward areas.As one of the "three districts and three prefectures" in China,four prefectures in southern Xinjiang(Kashgar,Hotan,Aksu and Kizilsu Kirgiz Autonomous Prefecture)have made positive progress in poverty alleviation through industrial development and stable employment,but the problem of relative poverty still exists.In this context,the study of its industrial status is still of reference significance to curb relative poverty.Using the method of theoretical analysis and empirical analysis,this thesis discusses the relationship between industrial development and multidimensional relative poverty on the basis of combing the existing literature.Firstly,it analyzes the impact mechanism of industrial development,three industrial development and multidimensional relative poverty.Secondly,this thesis analyzes the current situation of industrial development and multidimensional relative poverty in the four prefectures of Southern Xinjiang,constructs a multidimensional relative poverty index system including four dimensions of income,education,life and medical insurance based on the data of 21 counties in the four prefectures of Southern Xinjiang from 2010 to 2019,and measures the multidimensional relative poverty by using A-F method.Thirdly,the fixed effect model is used to empirically study the impact of industrial development on multidimensional relative poverty.Finally,it puts forward specific countermeasures and suggestions to curb relative poverty from the perspective of industrial development.Through the research,this thesis draws the following conclusions:(1)the three major industries and characteristic industries in the four prefectures of Southern Xinjiang are developing well,their output value is increasing,the industrial structure has been optimized,and their contribution to the economy is gradually improving.In terms of relative poverty,although income has been improved,compulsory education has become more popular,medical security has been improved and living standards have been improved day by day,there are more relatively poor people,with longer duration,wider dimensions and higher risk of poverty.(2)Through the measurement,it is found that the relative poverty problem of counties and cities in southern Xinjiang is more serious,the number of counties whose dimensions are lower than the poverty threshold in time is also decreasing,the multi-dimensional poverty degree is decreasing,showing a "how fast and slow" pattern.There are spatial differences among counties and cities,and there is a multi-dimensional agglomeration phenomenon of relative poverty,which is increasing from north to south.(3)Industrial development can significantly affect multidimensional relative poverty,but the three industries have different effects.The tertiary industry has the best effect on poverty reduction,followed by the primary industry,while the secondary industry has the weakest inhibitory effect on multidimensional relative poverty,but all of them have passed the robustness test.In addition,the representative characteristic industries in southern Xinjiang also have a good mitigation effect on multidimensional relative poverty. |
