of China’s social development.The family contract responsibility system has been effective in the past decades,but with the rapid development of China’s economy,the shortcomings and limitations of the family contract responsibility system have gradually come to the fore,and the fragmented and decentralized family contract responsibility system is no longer suitable for the development of agricultural modernization,and the phenomena of parttime farmers,hollowing out of the countryside,aging farmers and imbalanced production structure have become more and more prominent,which hinder the This has hindered the development of high-quality agriculture in China.In this context,reasonable agricultural land transfer is the most effective way to promote the concentration of agricultural land on a large scale,improve the production efficiency of agricultural land,and increase the efficiency and productivity of agricultural land.Xinjiang has unique conditions for developing agricultural scale management.Since the end of the last century has been China’s high quality cotton production areas.Cotton industry has been an important pillar industry and representative industry of the Corps,and the total cotton output of Xinjiang Production and Construction Corps reached 2.083 million tons in 2021,accounting for 36.35% of the national cotton output,and 60% of the total income of Corps employees comes from the cotton industry.Popularity of production technology in the country is second to none.In recent years,cotton prices are subject to the external environment,while the rising cost of cotton planting,on the other hand,the blind expansion of agricultural production in Xinjiang brings huge ecological pressure,the Corps cotton production is facing double pressure from industrial security and sustainable development of the industry.Therefore,to promote land transfer to achieve optimal allocation of resources,and thus improve the efficiency of agricultural production technology has become a key way of the development of the Corps cotton industry.At the same time,agricultural technology should also play a corresponding role in the process of cotton production efficiency improvement by promoting land transfer.The Corps promulgated the "Management Measures for the Transfer of Management Rights of Company Staff Identity Land(Arable Land)in Xinjiang Production and Construction Corps(for Trial Implementation)" in 2018 to promote the orderly transfer of land management rights in the Corps.In this context,it is important to study the impact of land management rights transfer on the technical efficiency of cotton production in the Corps and further explore the mediating role of technology adoption behavior for the Corps’ cotton industry to move into high-quality development and the Corps’ economy to move into sustainable development.This paper takes Xinjiang Corps as the research object,based on research data,measuring cotton production efficiency through stochastic frontier model,using tobit model to study the impact of land transfer on the technical efficiency of cotton production in the Corps,and further using hierarchical regression methods to analyze the mediating role of technology adoption behavior in the impact of land management rights transfer on the technical efficiency of cotton production in the Corps,the study shows that:(1)the sample has land management rights The mean value of technical efficiency of cotton production in the group with land management rights transfer is greater than that in the group without land management rights transfer,and the technical efficiency of the group with land management rights transfer is distributed between 0.803 and 0.982,and 68.55% of the farmers have technical efficiency of cotton production above 0.90;while the technical efficiency of farmers in the group without land management rights transfer is distributed between0.387 and 0.971,and only 48.79% of the farmers have technical efficiency of cotton production above 0.90.The technical efficiency of cotton production was above 0.9,and the level of cotton production in the group with land management rights transfer was relatively high and stable.(2)Cotton planting farmers have land transfer behavior will promote farmers’ adoption behavior of new production technology.(3)Cotton farmers with land transfer have a significant positive effect on the efficiency of cotton production technology,and farmers’ adoption behavior of new production technology plays a partly mediating role in this process.(4)Among the other control variables,cotton farmers’ age and whether they have part-time employment have a negative effect on cotton production technology efficiency,while the number of years of cotton cultivation and whether they are party members or village cadres have a significant positive effect. |
