Study On Production Technical Efficiency And Influencing Factors Of Cotton Planter In Xinjiang

Xinjiang cotton production plays a decisive role in China and the world cotton production pattern,has an irreplaceable role in increasing the income of farmer,and leads agricultural economy in Xinjiang.However,in recent years,China's labor,land and other factors' prices irreversible rise,and in the low-cost advantages of cotton production gradually lost support for the cotton industry policy costs continued to substantially increase,greatly squeezed the income of cotton farmers.Since 2010,picking cotton cost is more than 2 yuan for per kilogram,per acre of artificial harvesting costs accounted for 30% of the total cost.With the implementation of the 2014 target price policy of cotton,Xinjiang cotton market-oriented reforms continue to push forward,but still face multiple pressures.Among them,the low efficiency of cotton production in Xinjiang,the effective protection of cotton farmers income difficult problem is very prominent.Therefore,it is an important strategic choice to promote the cotton production under the background of difficult to increase effectively the cultivation area and the traditional factors of labor force in Xinjiang.Based on this,this paper takes the production technology efficiency as the starting point to explore the main and key factors of impacting or constraints of Xinjiang cotton production technology efficiency.So as to provide scientific basis for the formulation of relevant policies to improve the technical efficiency of cotton production in Xinjiang,to achieve the cotton industry to promote sound and rapid growth.The main conclusions are as follows:Based on the data of 256 farmers' microcosmic cross sections,a stochastic frontier production function model was established to measure the technical efficiency of the cotton farmers.Research indicates: the average cotton technical efficiency of cotton farmers in Xinjiang is 80.5%.The cotton production technical efficiency is obvious difference between the distance,production technical efficiency of production frontier and some improvement potential and space.The management system and participate in the social organization(such as whether to participate in technical training,etc)are two key factors affecting Xinjiang cotton production technology,whether the mechanical effect of mining cotton and cotton planting area of technical efficiency there are strong positive effects,which influence the sown area is not obvious.Effect of technical efficiency of cotton is the most significant negative effect is the education level,while the labor number on the cotton production technical efficiency has a negative effect,the negative effect of age was not significant.Combining the above conclusions,the policy recommendations are as follows: to innovation Xinjiang cotton production management system,and promote the integration of cotton industry;reasonable allocation of cotton production process input factors,the development of green cotton industry;to increase cotton agricultural production infrastructure conditions,and strengthen agricultural labor skills training and popularization of agricultural knowledge to improve the existing cotton cultivation techniques;to increase government support,and improve the supporting policy support.
