Research On The Interest Connection Mechanism Between New Farmers And Small Farmers

Agriculture is the basic industry of our country,agricultural modernization has driven the rural revitalization to a certain extent.However,China’s agricultural production and management is more decentralized,small farmers can not achieve centralized production,agricultural development has entered a bottleneck period,agricultural income constraints.At this time,a group of new farmers who understand the technology and have a good sense of vision quickly rise,will be scattered small farmers together to achieve large-scale management,and with small farmers formed a “Benefit-sharing,risk-sharing”mechanism of the interests of the link.However,in the process of benefit creation,the efficiency of the new farmers to the small farmers is limited,and the effect of promoting the farmers’ income increase needs to be improved,the two sides have a larger conflict in the distribution of interests.Based on the above background,based on the field questionnaire survey of 540 new farmers in six provinces of Zhejiang,Jiangsu,Henan,Sichuan,Anhui and Gansu,this study describes the current situation of the interest connection between new farmers and small farmers,and combs and summarizes the problems existing in the interest connection between the two sides.On this basis,this study uses the stochastic frontier(SFA)analysis method to empirically analyze the impact of new farmers’ Entrepreneurship on the driving effect of small farmers,and further explore the reasons for limiting the driving efficiency of new farmers and the methods to improve the driving efficiency of new farmers.In addition,this study also puts forward a fairer and more reasonable benefit distribution scheme Shapley value distribution scheme,and uses different cases to verify the feasibility of this scheme.Finally,this study puts forward policy suggestions to improve the interest connection mechanism between new farmers and small farmers.The results show that:(1)there are regional differences in the efficiency of new peasants,with the highest efficiency in the east,the second in the middle and the weakest in the West.(2)the scale of production of new farmers in China is generally small,more than half of the new farmers can only face the local market,a few new farmers face the domestic market,only a few new farmers will expand their products to the international market.(3)government support has a significant positive effect on the efficiency of new farmers,but the majority of new farmers think that government support is limited,which to some extent restricts the role of new farmers in promoting small farmers.(4)the different ways of interest connection and the new farmers’ feelings about agriculture,countryside and farmers affect the efficiency of the new farmers to the small farmers.(5)the new farmers and small farmers are not satisfied with the current benefit distribution plan.The empirical cases show that the benefit distribution according to the value method is more convincing and fair.The distribution program makes the cooperation between new farmers and small farmers more stable,and helps both sides to obtain more long-term benefits,to achieve win-win cooperation and benefit-sharing.Based on these findings,this study puts forward policy suggestions from the aspects of enlarging the scale of production,strengthening the benefit connection between the new farmers and the small farmers,strengthening the support of the government to the new farmers,publicizing the feelings of the new farmers towards agriculture,rural areas and farmers,and popularizing the more fair and reasonable benefit distribution scheme,etc.,help new farmers and small farmers to establish “Risk-sharing,benefit-sharing,”the benefits of the linkage mechanism.
