2017,the State Post Bureau issued the 13th five-year plan for the development of express delivery industry.The plan proposed to form a service network covering the whole country and connecting the world by 2020,and the express industry plays an increasingly important role in the national economy.Tieling postal department emerged as the times require in this nationwide post speed integration reform.Adhering to the development strategy of building a "national team" in the industry,Tieling that is committed to developing high-quality,high-standard and high-demand delivery services.With the integration of Tieling postal department business,the performance appraisal problems of the staff in the postal department have gradually become prominent and need to be solved.This paper takes the performance appraisal system of Tieling postal department as the research object.The current performance evaluation scheme of the investment solicitors in Tieling postal department still follows the evaluation standard of the former Tieling express logistics company,which leads to the low satisfaction of the current performance evaluation of the couriers.At the same time,this scheme is not suitable for the needs of the current business development of Tieling postal delivery market,which hinders the integrated development of the postal department.Based on the above problems,this paper first combs and summarizes the performance appraisal,performance appraisal system and performance appraisal management based on the relevant theoretical knowledge of performance appraisal,and studies the current performance appraisal system of the couriers by means of case study,questionnaire survey and expert interview,so as to find out the main problems existing in the existing appraisal system and analyze the problems.Then,the balanced scorecard is used to decompose the strategic objectives of the organization and departments,combined with the development situation of the delivery industry in Tieling area and the characteristics of the same industry at this stage,the KPI evaluation indicators of the investment solicitors are extracted,the index weight is determined by using the analytic hierarchy process,the application of the evaluation results is clarified,and the performance evaluation system of the solicitors is constructed.Finally,it provides strong guarantee for the implementation of performance appraisal system from three aspects:organization,system and culture.The purpose of this paper is to improve the performance appraisal scheme of couriers,which can give full play to the guiding role and incentive function of the assessment,so as to enhance the satisfaction and work enthusiasm of the couriers,and finally achieve the coordination and unification of personal development goals and enterprise development goals.
