Research On The Evaluation Of Patent Capability System Synergy Of High-tech Enterprise

In the context of the digital economy,the significance of intellectual property as an intangible asset is becoming increasingly evident.High and new technology enterprises have gradually ranked among the forefront of industry development relying on advanced technology and unique property rights.High-tech enterprises are knowledge-intensive and technology-intensive enterprises,and patents are important manifestations of knowledge and technology.Therefore,patent capabilities can better reflect the core competitiveness of high-tech enterprises.The purpose of this study is to look for the evaluation index scheme and evaluation method for the synergy degree of the patent ability system of high-tech enterprises,and appraise the present situation and regional heterogeneity of the collaborative degree of the patent capability system of high-tech enterprises.In view of the composite system theory and collaborative theory,this paper constructs a synergetic model of patent capability level of high-tech enterprises.With the panel data of high-tech enterprises in 31 provinces,municipalities and autonomous regions in China from 2013 to 2020 as the information support for the study,select a composite system collaboration model to evaluate the synergy of the patent capability system of high-tech enterprises and the synergy between subsystems,In particular,it evaluates and analyzes the cooperation between the patent capability system and subsystems of high-tech enterprises in eight regions.Based on the summary of empirical research conclusions,and in combination with the collaborative characteristics of patent capacity systems in China and various regions,this article proposes corresponding countermeasures to improve the awareness of collaborative development of the patent capability system and promoting the synergy development of all subsystems of the patent capability system,providing a universal evaluation system for the measurement of the synergy of the patent capability system of high-tech enterprises,carrying out patent activities for high-tech enterprises and issuing relevant policies by local governments Narrowing the gap of patent capacity between regions provides theoretical basis,at the same time,it makes up for the shortcomings of existing research and has important theoretical significance for enriching the theory of patent capability system and research on patent capability system.
