Research On Application Of Patent Pledge Loan In The Financing Of High-tech Enterprises

Nowadays China is busy reforming and building an innovation-orientedcountry. There is no doubt that innovation is needed in the political, economic,science and technology, cultural and other fields. However, as the materialfoundation for the development of our country, economic reform appearsespecially important in the various innovations and obtains more and more thenational attention. Recent years, the economic growth mode in china is changingfrom an extensive to an intensive growth. As a driver of the economic growth,science and technology innovation is a momentous task, which needs to befulfilled in the new age. Meanwhile, as the main carrier of technologicalinnovation, high-tech enterprises shoulder heavy responsibility. Everybodyknows that tangible assents like land, houses are limited, intangible assets suchas patents account for a higher proportion, and this Patten make us prettyfrustrated in the process of raising money and this situation of lacking of fundshave become a bottleneck in the development of high-tech enterprises.From the point of the domestic financial environment, due to the restrictionsof the level of economic development and various kinds of system, the directfinancing developed not very well, the community residents held the remainingpost-consumer in the form of bank deposits, so banks and other financialinstitutions occupied abundant social resources. Recent years, the depositbalance of financial institutions becomes more and more big, this showed a lot ofaffluence funds are not being fully utilized, which provided a premise for thehigh-tech enterprises lacking of financial support to obtain loans from financialinstitutions. As a kind of intellectual capital, the patent right is developing at afaster and faster rate in high-tech enterprises in recent years, its number isbecoming larger and larger, at the same time, its quality is improving quickly,high-tech enterprise owns many patents itself which can be utilized to innovativefinancing options and raised funds by pledging patents. This approach has a veryimportant significance and it can be of great benefit to solve the financing problem as well as the transformation of science and technology.Based on the much research of predecessors and plentiful documents, thispaper analyzes the present situation of financing and application status infinancing in high-tech enterprises，concludes that high-tech enterprises mainlyrely on internal financing, and they can receive very limited funds from outsideloans. Although patent impawn loan obtain adequate support from thegovernment and enterprises also pay much attention to patent quality, the overallgrowth is measly. After an in-depth analysis of the reasons that the slowdevelopment of the patent pledge financing, I found that the imperfect legal andassessment system, the absence of risk control are three very important factorsfor the seriously slow progress of patent pledge financing in high-techenterprises which is a new product in the new period. To this end, I put forwardsome relevant suggestions for its progress, that is, the government, enterprisesand banking financial institutions should strengthen co-operation to promote thedevelopment of the patent pledge financing in high-tech enterprises. Only thelabors are shared, can the bottleneck problem of financing difficulty in high-techenterprises be solved.There are two main innovations in this article, on the one hand, it gives anew view of the research, it means that this article combines the patent pledgeloan with financing in high-tech enterprises on the basis of forefathers’ research,and then it gives a deep research, offering a new approach for high-techenterprises to solve the financing problem. On the other hand, this paper joins thestudy of patent quality, uses the method of AHP to evaluate the quality of patents,provides a premise for the high-tech enterprises in using the patent pledgefinancing and promotes its development.
