Over the past 40 years since the reform and opening-up,the regional economic development difference and the urban-rural income gap in our country have evolved more and more fiercely,a large number of rural labor flows into cities with higher economic development levels in the east and some provincial capitals in the central and western regions in order to obtain higher wages, thus in the process of the formation of the world’s largest population flow trend. Thus it can be seen that the regional transfer of rural labor force is still a very important content in the research process of economic development in our country. In this context, this paper, based on the national sample of labor mobility,on the basis of previous studies to more systematic and in-depth analysis of the impact of rural labor transfer factors,it is of great theoretical and guiding value to promote the urbanization of rural labor force and the construction of new urbanization. This paper first defines the important and key concepts involved and clarifies the main meanings,it also elaborates and summarizes four theories on labor transfer:human capital theory,push-pull theory,Tiebout model and Lewis’ s dual economic structure theory, this paper provides a profound theoretical basis for the study. At the same time, this paper studies the present situation of the regional transfer of rural labor force in our country from the horizontal and vertical dimensions, and then combs the influence mechanism of various aspects on the regional transfer of rural labor force and puts forward relevant research hypotheses,by measuring the key variables and building a binary Logit regression model, this paper analyzes the role of individual level and urban level factors of rural labor force in the process of regional transfer, then we test the heterogeneity from the perspectives of regional heterogeneity, urban heterogeneity and individual heterogeneity, finally,we use the interpretive structure model to further explore the role of individual level and urban level factors of rural labor force on its regional transfer mechanism and the internal relationship between the factors; It is found that the education level, income level, the demand for education and medical services, the possession of commodity housing, the purchase of urban insurance and the local social network have significant effects on the regional transfer of rural labor force.Through the analysis of heterogeneity,(1)the ownership of commercial housing has a significant impact on it,and the education level, income level and urban insurance have a significant positive effect in the inter-provincial and inter-provincial inter-city transfer, while the first two have little impact in the inter-county inter-city transfer;(2)the industrial structure of the group migrated to the eastern region was significant at the level of 1%,while in the central region, the education and medical services had a significant impact, while the marital status and provincial capital city variables had a certain impact In the Western Region and the Northeast region, the main influencing factors are income level, owning commercial housing and urban insurance, the latter has a greater impact on them;(3)education level and urban insurance have positive effects on the four types of regional migration;(4)the factors affecting regional migration are almost the same for men and women, income level, ownership of commercial housing,Urban Insurance and education level all have a significant impact, the difference being that income level has a greater impact on women,in terms of education level, education service has a strong pull, and industrial structure has a relatively strong impact on the groups with education level of high school and above, for the group of junior high school and below, and the social network for both at the level of 1% significantly, the difference is more obvious;(5)the education level and income level of rural labor force are the root factors that affect the regional transfer of rural labor force, education Service, medical service and owning commercial housing are the key connecting factors, and the higher level and greater influence of education service;Social network, investment in fixed assets, industrial structure and urban insurance are the key factors affecting the regional transfer of rural labor force. The possible innovation of this paper is: on the basis of previous studies,it summarizes all kinds of influencing factors and divides them into individual-level influencing factors, urban public service influencing factors and inflow-urban-level influencing factors,at the same time, this paper applies ISM model innovatively in the research process,in order to analyze the influencing mechanism among the influencing factors, which is a possible innovation.
