Government Science And Technology Input,Regional Digitalization Capability And Innovation Performance

Innovation is the central element to promote social and economic development.China’s economy is at a critical stage from high-speed development to high-quality development.Enterprises are the main body of innovation,which improving the innovation and development capacity of enterprises.The establishment of a comprehensive policy mechanism to support enterprise innovation is a significance way to promote the innovation-driven development strategy and accelerate the building of a strong science and technology nation.As a direct means of supporting enterprise innovation,China’s government science and technology input has continued to increase since the 18^th National People’s Congress,playing an efficient role in allocating resources for enterprise innovation.Accordingly,academic research on the relationship between government investment in science and technology and corporate innovation has yielded more results.At the same time,with the arrival of the big data era,the wave of digital technology has injected new vitality into social and economic development.Digitalization has become a key element of technological innovation,the process of digital transformation of enterprises is accelerating,and the concept of digital capability has emerged and started to be widely focused by the academia.Studies have been conducted to confirm the positive impact of digitalization levels on the innovation activities of companies.Based on the above-mentioned background,it is worth exploring the specific role that digital capabilities play between government support and business innovation.Although there are abundant studies on the relationship between government science and technology input and enterprise innovation performance,they have not yet formed a unanimous opinion due to the different research objects and research methods,and it still has the research necessity and importance in the future.The concept of digitalization capability has been formed,but the current research mainly takes the digital transformation of enterprises as the background and explores the influence mechanism of digitalization on innovation activities at the enterprise level.Research on the antecedents and aftereffects of digitalization capabilities from a macro perspective is also relatively lacking.Therefore,the specific role of digitalization capabilities in the relationship between government support and enterprise innovation deserves further exploration.Based the above research background,this paper selects panel data of high-tech enterprises in 27 provinces（autonomous regions and municipalities）between 2016 and2020 as the research sample,and then explores the influence mechanism of government science and technology input and digitalization capability on enterprise innovation performance through theoretical analysis and hypothesis testing empirical model.Firstly,we construct a research framework for this paper based on existing studies.Secondly,this paper summarizes the relevant literature at home and abroad,defines the concepts of government science and technology input,regional digitalization capability and enterprise innovation performance,and deep dive into the intrinsic influence paths of government science and technology input and digitalization capability on enterprise innovation performance based on relevant theories such as Market Failure and Government Intervention,Signaling and Externality.Finally,a mediating effect mechanism test regression model is constructed and empirically tested using STATA software.The results indicate that:（1）Government technology input has a significant positive impact on enterprise innovation performance,and it also promotes the digitalization capability’s improvement.（2）Digitalization capability plays a partly mediating role in the influence path of government technology input on enterprise innovation performance.（3）It has the heterogeneity in the effects of government science and technology input and digitalization capability on enterprise innovation performance.Among them,the results of geographic regional heterogeneity analysis indicate that government technology investment has a facilitating effect on enterprise innovation performance in the east and central regions,and the partial mediating effect of regional digital capability is significant,while in the west,regional digital capability has a masking effect in the influence path of government technology investment on enterprise innovation performance;the results of enterprise ownership attribute heterogeneity analysis indicate that government technology investment has a more significant effect on non-state-owned enterprises’The results of the heterogeneity analysis of firm ownership attributes indicate that government technology input has a more significant impact on the innovation performance of non-SOEs,and the mediating effect of digital capabilities has no effect on SOEs.;the results of enterprise size heterogeneity analysis results indicate that government technology input and digitalization capability have a better effects on the large enterprises.Based on the results of the empirical tests,this paper combines the importance of government technology input and digitalization capability to improve the innovation performance of enterprises,and proposes scientific and reasonable suggestions from government and enterprises,respectively.
