International competition is becoming increasingly fierce, technological innovation has become the survival and development key elements of a business, and even countries and regions. The high-tech SMEs of technological innovations in Beijing are important strategic significance to the development. In this paper, the software industry in Beijing as an example, application-related innovation theory and grey clustering method, the construction of a high-tech small business model of technological innovation capability, innovation, and innovation management, the output of innovation, and innovation environment, and other aspects of the Beijing Higher Technology SMEs ability in technological innovation status evaluation and analysis, through research found that: (1) Beijing high-tech small and medium enterprises the ability of technological innovation in general is not strong; (2) R & D intensity needs to imply; (3) funds mainly rely on technological innovation since chips, financing environment to be improved; (4) Lack of innovation cooperation; (5) The Government of the fiscal and taxation policies to support enterprises and not enough intensity. Beijing high-tech SMEs and for technological innovation and the status of the existing problems, the following Suggestions: (1) It is necessary to intensify R & D investment, and give full play the main role in technological innovation; (2) Construction of innovative financial services, and widen innovative financing channels; (3) to create a favorable environment for innovation, a "production, teaching, research " the collaborative network; (4) improvement of the social services system and increase financial support.
