Research On China's Fair Income Distribution Mechanism And Countermeasures Under The Goal Of Common Prosperit

After more than four decades of reform and opening up,China’s productive forces have continued to rise,its economic aggregate has risen to the second largest in the world,and its per capita GNP has surpassed the average level of upper-middle-income countries.However,the problem of imbalanced and inadequate economic development is still relatively prominent in China,which is the main expression of income distribution inequity.In the field of primary distribution,the share of labor remuneration and the share of household income showed a downward trend and a gradual upward trend.In the area of redistribution,the structure of the tax system,public services and social security system are not satisfactory in achieving a fair distribution of income.The third distribution is still in the early stage of development and weak in promoting fair income distribution.The 19 th National Congress of the Communist Party of China(CPC)put forward a two-step strategy for common prosperity: by 2035,"all people will take solid steps toward common prosperity",and by the middle of this century,"all people will basically achieve common prosperity".Promoting fair income distribution toward the goal of common prosperity is conducive to forming a reasonable pattern of income distribution,to giving full play to the advantages of the socialist system,to accelerating the socialist market economy,and to promoting the 1.4 billion people to share the fruits of economic development.The primary content of this thesis is split into six parts.The first part is the introduction,that introduces the background and significance of this paper,literature review,research ideas and methods,as well as the innovation points and shortcomings of this paper.The next part is the basic theory of common wealth and fair income distribution,and discusses the relationship between common wealth and fair income distribution.The third part defines the intension of income fair distribution and puts forward the basic requirements of income fair distribution on the basis of summarizing and sorting out relevant domestic and foreign research literature.The fourth part uses a series of data indicators to analyze the overall situation of China’s income distribution deviation from common prosperity target,and analyzes the reasons of income distribution deviation from common prosperity target from several angles,in order to build a complete mechanism of equitable income distribution and put forward countermeasures.The fifth part mainly builds the fair distribution mechanism of Chinese income under the objective of common prosperity from four aspects: market mechanism,government mechanism,social mechanism and legal mechanism,and involves three links of income distribution,such as initial distribution,redistribution and third distribution.In the sixth part,based on the connotation and basic requirements of fair income distribution,in view of the current situation and reasons of deviating common income distribution,on the basis of complete construction of mechanism of fair income distribution in our country,concrete countermeasures and suggestions of realizing fair income distribution are put forward from the perspectives of market,government,society and laws.
