| China’s urban construction has entered a new era.Behind the rapid economic development and high social progress,urban problems such as traffic congestion,environmental pollution,difficulty in seeing doctors,uneven education,and high housing costs have become increasingly prominent and need to be solved.All parts of China have launched smart city construction to solve the above problems.However,in the process of smart city development,problems such as focusing on technology over application,data islands,system chimneys and operating separately have emerged.At the same time,under the continuous innovation and development of emerging information technology,how to face the new challenges and new requirements encountered in the process of smart city construction,and how to deeply integrate the new generation of digital technology with the city in an all-round way has become the current development trend,that is,under the background of urban digital transformation,the future direction and development path of new smart city construction has become an important research issue.Based on the above considerations,this paper first describes the research background and significance of the new smart city construction under the urban digital transformation,summarizes the relevant research achievements of domestic and foreign urban digital transformation,smart cities and the new smart city construction under the urban digital transformation,and summarizes and analyzes the existing evaluation index system of smart cities;It explains the concept theory,connotation essence and relationship between urban digital transformation and new smart city;Secondly,it analyzes the development status,opportunities and challenges of the new smart city under the urban digital transformation in China;Thirdly,this paper constructs an evaluation index system consisting of 4 first level indicators,12 second level indicators,and 27 third level indicators.By referencing the data of 30 provincial cities(including municipalities directly under the Central Government)in China from 2016 to 2021,this paper measures the construction level of new smart cities under the urban digital transformation.Entropy weight method and TOPSIS comprehensive evaluation method are used to obtain the score ranking of 30 provincial cities in China and the weight proportion of each indicator.Through the analysis of indicator weight and the comparative analysis of time and space dimensions,the construction situation and development trend of the new smart city under the urban digital transformation are obtained.Finally,the research conclusions of this paper and policy recommendations for the future construction of new smart cities in China are drawn. |
