| In the context of financing system reform and government debt management requirements,the reform of state-owned enterprises has accelerated,and enterprises have become more closely integrated with the market economy,so this has put forward higher requirements for human resource management in enterprises.Performance management is an important support for the reform of the personnel system of enterprises.It plays a key role in further deepening the reform of enterprises.The reform of state-owned enterprises has a special history,so its performance management is relatively solidified,and the phenomenon of assessment instead of management is more prominent.Company B is a municipal state-owned enterprise.In the context of deepening the reform of state-owned enterprises,it is mainly engaged in project investment,infrastructure development and construction.A certain range of municipal facilities management,greening management,real estate development and operation.Although the company’s performance management system has been in the process of improvement,but still lacks a scientific and effective management system.In this thesis,based on the study of relevant theoretical knowledge,the shortcomings are identified in the four links of performance planning,monitoring.assessment and feedback through in-depth investigation of the current performance management system of Company B,combined with the results of questionnaires and interviews with grassroots employees in corporate high schools.It takes the company’s strategy as the guide,decomposes strategic objectives,refines assessment indicators,uses the key performance indicator method(KPI).and optimizes the company’s performance management process and assessment content to provide a supporting guarantee mechanism for performance management.This also ensures that the performance management system is optimized and forms a good cycle mechanism in the company management,so that the employees’ performance can be effectively fed back and the core competitiveness of the company can be improved,and finally the strategic goals of the company can be achieved and the deepened comprehensive reform of local SOEs can be realized.This thesis also aims to provide some reference and reference for the optimization of performance management system in relevant background SOEs. |
