| As a special location environment for the government to agglomerate cluster industries,the industrial park bears the mission of governments at all levels to create economic benefits.On the new journey of the country’s two centenary goals,the industrial park,as a special area of industrial agglomeration,is not only a key input area of land resources,but also a key embodiment of the level of regional land use efficiency.The efficiency of land use in industrial parks determines the level of regional productivity and output benefits.Therefore,it is necessary to make a scientific and reasonable evaluation of the land use efficiency of the industrial park,which is conducive to understanding the land use structure of the industrial park,formulating targeted management policies in line with the development of the industrial park,and achieving high-quality and sustainable development of the industrial park.In the context of the country’s active advocacy of the "Belt and Road" and the construction of a new land sea channel in the western region of the country,the China Malaysia Qinzhou Industrial Park is an international park jointly built by the Chinese government and the Malaysian government,and is also the only industrial park located in the western provinces.According to the consensus reached by the leaders of the two countries on the construction of the park many times,the China Malaysia Qinzhou Industrial Park was positioned as a "flagship project of China Malaysia investment cooperation" and a "China ASEAN cooperation demonstration zone".The park took "zero start" and "high standards" as the development and construction benchmarks,and achieved leapfrog development from "laying the foundation in three years" to "achieving results in five years".This paper takes Guangxi China Malaysia Qinzhou Industrial Park as the research object,comprehensively combs and analyzes the land use management of China Malaysia Qinzhou Industrial Park,constructs an evaluation index system from three perspectives of land use status,land use efficiency and management performance,and comprehensively considers the output on economic,social,ecological and other factors,and uses the multi factor comprehensive evaluation analysis method to measure and evaluate the land use efficiency of the park,Analyze the evaluation results.Analyze the existing problems of land use,and put forward policy suggestions to improve the land use efficiency of China Malaysia Qinzhou Industrial Park.The main conclusions of this study are as follows:(1)As of the evaluation time point,the utilization efficiency of China Malaysia Qinzhou Industrial Park is still at the medium level,the level of land utilization needs to be further improved,and the overall comprehensive land use efficiency is not ideal.The realization degree of land supply rate and land completion rate is at a medium level,which reduces the realization degree of land use.The government needs to focus on the speed of completion and production of key projects,further improve the completion rate of the park land,so as to promote the realization degree of land use to a higher level;The intensity of land use is not high enough.Although the score of building density realization degree is high,there is still a certain gap compared with the score of comprehensive plot ratio.As a newly established park,infrastructure supporting facilities are constructed first.The building density of this part of the built-up area is0,which lowers the overall building density of the built-up area;The benefits of comprehensive land use are not ideal.Under the sub target layer of comprehensive land use benefits of land area,the realization degree of comprehensive land average tax and population density indicators is not high,and the completion rate of the park land is low.The realization degree score of comprehensive land use benefits is not ideal.Only 20% of the total area has been completed.Compared with the whole park,the output rate is low,and the comprehensive land use efficiency really needs to be improved.(2)In terms of land use management level,although the management decision-making level of the park has taken more feasible land use management measures and achieved more satisfactory results,there is indeed a big gap between the benchmark national top industrial parks and development zones,especially the gap between the key indicators such as comprehensive land use efficiency,land use intensity,comprehensive land tax per capita and the advanced and developed regions in China.In terms of land use management,the management concept is not scientific enough and the decision-making guidance is not reasonable enough,leading to extensive development of the park land;The land management system is not perfect enough.There are two land management institutions in one park,resulting in overlapping functions of institutions;The land use structure of the park is not reasonable enough,the industrial layout is still flawed,and the marginal efficiency of land use is not high enough;The single level management of land use is outstanding,and there is a lack of departmental coordination mechanism.(3)China Malaysia Qinzhou Industrial Park needs to combine its own advantages and characteristics,give full play to its regional advantages,innovate efficient land use methods,achieve self innovation,and open up a high-quality development path in line with the new era.The management and decision-making level of the park should unify their thoughts,change the development concept,further optimize the working mode of land development and utilization,and formulate policies and measures to promote industrial adjustment and reform;Integrate the land management organization,straighten out the management system and mechanism,and establish and improve the whole life cycle service system of land use enterprises;Adhere to the principle of efficiency priority to improve the efficiency of land use in the park,attach importance to the ecological value of land resources,and promote the green development of the park industry. |
