The Status Quo Of Government And Enterprise Departments Reform In Wujiang Unicom And Suggestions For Management Optimization

The communications industry is closely related to people’s livelihood and is the foundation and prerequisite for the broad masses of the people to enjoy convenient information services.Major communication operators,as state-owned enterprises in China’s communications industry,have long been in the forefront of state-owned enterprise reform,not only to contribute to the development of the national communications industry,but also to ensure the daily life production of the people,and at the same time to innovate and improve benign development.In recent years,due to the slow growth of the overall revenue of the communications industry,coupled with many unfavorable factors such as the country’s acceleration and fee reduction,major operators are actively looking for ways to solve and drive the development of enterprises.In such an environment,China Unicom has vigorously promoted the reform of small-scale planning,and explored the road of reform by reducing government administration and delegating power,and dividing small-scale contracting.This paper takes Wujiang Unicom as the background to discuss the current situation of Wujiang Unicorn’s government planning and small-scale reform.This paper first expounds the background and related theoretical knowledge of the small-scale reform,then sorts out the implementation of the small-scale reform of government and planning in Wujiang Unicom,and analyzes the differences of each small-scale unit.Secondly,the analysis of the existing problems and causes of the small reform of government and planning in Wujiang Unicom is put forward,mainly because the regional division is useless,the small reform is not suitable for all businesses,the regional development is uneven,and the assessment rules are unreasonable;Finally,based on the above problems,from the three perspectives of optimizing the income landing of the small-scale reform,improving the assessment system of the small-scale reform,and improving the allocation of rights and responsibilities of the small-scale unit,the management optimization suggestions of the small-scale reform of government and planning of Wujiang Unicom are put forward.
