With the rapid iteration and innovation of science and technology,people’s pace of life continues to accelerate and the quality of life continues to improve,along with the massive consumption of energy resources.In recent years,due to lack of awareness,non-standard management,limitations of technology and other factors,People’s production and life caused a greater waste,resulting in a worldwide shortage of resources and energy.Since the 19 th CPC National Congress,the CPC Central Committee has made a series of important judgments on the construction of ecological civilization,such as“Green GDP”,“Two mountains”theory,“Two carbon”goals,which all embody saving concept.With the national planning of ecological civilization construction and the planning and layout of relevant departments in energy-saving work,the public awareness of energy-saving is gradually awakening,but the utilization rate of resources and energy is still low.As a special consumption group,public institutions consume a lot of resources and energy,and waste a lot.So energy-saving of public institutions is an essential part of energy-saving work in the whole society.In addition,public institutions,as the organizers of energy-saving work in the whole society,actively and efficiently promote energy-saving work to the whole society,which has a leading and exemplary role in energy-saving,therefore,it is an important task to improve the energy-saving management level of public institutions.Due to the particularity of county-level public institutions,energy users,resource and energy consumption,the energy-saving management of county-level public institutions has been lagging behind.Therefore,this study provides a comprehensive theoretical basis for the energy-saving management of county-level public institutions.This paper takes the energy-saving management of county-level public institutions as the topic,and takes Fen yang City as an example.By analyzing the basic situation,energy consumption situation,and main practices of energy-saving management of public institutions in Fen yang City,it finds out the shortcomings of energy-saving management of county-level public institutions.After in-depth analysis,it explores the root causes of the problem.On this basis,it discusses the countermeasures and suggestions to improve the energy-saving management level of county-level public institutions,such as strengthening the construction of systems and mechanisms,Introduction of market-oriented management mode,etc.The situation of energy conservation management in county-level public institutions is not optimistic,and we need to vigorously promote it.In the process of specific promotion,we need to strengthen reform and innovation,and at the same time,we need to adapt measures to local conditions and implement policies accurately.We can’t blindly implement a one size fits all approach to truly improve the energy conservation efficiency of public institutions.This study,taking the energy-saving management of public institutions in Fen yang as an example,analyzes and studies the energy-saving management of public institutions at the county level.It can provide some real data and theoretical basis for future research on energy-saving management of public institutions at the county level,it provides the corresponding practice reference for the county level public organization energy-saving management work. |
