| The transformation of scientific and technological achievements is one of the key links in realizing the intrinsic value of scientific research,and is of strategic importance as an important bridge between scientific research and economic development,as well as an important driving force in building an innovative country in China.Since the 19 th National Congress,the reform of China’s science and technology system has been further intensified,and a series of policy measures,mainly the Law of the People’s Republic of China on Promoting the Transformation of Scientific and Technological Achievements,have been introduced in recent years.For example,in 2021,the State Council issued the National Standardization Development Outline,which proposed,"Improving the evaluation mechanism and service system for transforming scientific and technological achievements into standards,and promoting the standardization of technology managers and scientific and technological achievement evaluation services." The outline emphasizes the importance of standardizing the process of transforming scientific and technological achievements.The Notice of the Ministry of Science and Technology of the National Development and Reform Commission on Deepening the Comprehensive Innovation Reform Work states,"Develop a negative list of due diligence and fault tolerance mechanisms for the transformation of scientific and technological achievements." While emphasizing the importance of the transformation of scientific and technological achievements,the new round of policies on the transformation of scientific and technological achievements has also put forward higher requirements on the process mechanism of the transformation of scientific and technological achievements,and it is therefore necessary to study the differences in the economic performance of different modes of transformation of scientific and technological achievements in the process of the transformation of scientific and technological achievements.In order to explore the impact of different modes of transformation of scientific and technological achievements on the scientific and technological achievements of enterprises.Firstly,on the basis of an overview analysis of the current situation and mode of transformation of scientific and technological achievements,this paper distills the research content and focus of this paper.Secondly,this paper adopts the combination of hierarchical analysis and entropy method to construct a three-level index system for the evaluation of the economic performance of the transformation of scientific and technological achievements,and conducts a comparative analysis of different modes of transformation of scientific and technological achievements based on the index system.Again,this paper adopts the data on the transformation of scientific and technological achievements in Tianjin and conducts an empirical analysis on the economic performance of the transformation of scientific and technological achievements under different transformation modes,and presents the conclusions of this paper.Finally,this paper puts forward policy recommendations in terms of regulations on the transformation of scientific and technological achievements,transformation modes and guarantee mechanisms.This study found that,overall,the economic performance of collaborative implementation was slightly better than that of technology transfer.By industry,for the computer,communication and other electronic equipment manufacturing industry and the software and information technology service industry,the economic performance of technology transfer for the transformation of technological achievements is better than the economic performance of technology transformation through collaborative implementation.For the transformation of technological achievements in high technology industries,enterprises using technology transfer can achieve higher economic performance,and in the short term the technology transfer model can bring higher returns,but co-implementation enterprises can better master the technology,so for the relatively more focused long-term comprehensive benefits,the two do not show significant differences. |
