| With the development of the new economy and state-owned enterprises in China,the personnel structure of state-owned enterprises is constantly changing.The number of outsourcing personnel is increasing.Enterprise managers are paying more attention to the performance assessment and management of such personnel.The problems existing in the outsourcing personnel are the common management problems encountered by many state-owned enterprises.LD Company is a growing city-owned enterprise.The company is developing rapidly,and the scale of outsourcing business personnel and performance appraisal problems have also increased,which is mainly reflected in: the performance appraisal of outsourcing business personnel is a mere formality,lack of assessment feedback process,and poor in centive effect etc.This paper outlines the concepts of outsourcing and performance appraisal and performance feedback.Based on the theory of predecessors’ performance review related research results,using the questionnaire investigation method to outsourcing service personnel of LD company at the scene of the city ecological park project,according to current situation of performance appraisal of in-depth investigation.Through statistical analysis of survey data to find LD company outsourcing business personnel in the performance appraisal problems and deficiencies.The main problems are as follows: LD Company outsourcing staff don’t pay attention to performance assessment,the assessment becomes a formality,and the assessment lacks communication and feedback.Then through in-depth interviews with point leaders of LD Company’s outsourcing business and in-depth analysis of the causes of the problems found in the questionnaire,the main influencing factors are analyzed as follows: LD Company outsourcing personnel performance assessment objectives are not clear,assessment subject responsibility isn’t clear,assessment objectives set unscientific and unreasonable,performance assessment results can’t be effectively applied.Combination is studies the problems existing in the performance evaluation of enterprise and influencing factors of reasonable optimization strategy and suggestions are put forward measures,focusing on LD company performance appraisal target setting and application and feedback aspects to optimize the assessment results,in order to impel the performance appraisal of LD company outsourcing business personnel to the standardized scientific direction.At present,there are many problems in the performance assessment process of outsourcing business personnel in the majority of state-owned enterprises.The research of LD company outsourcing business personnel performance assessment optimization,has feasible research value for the development of state-owned enterprises in the new economic environment.This paper mainly analyzes the specific situation of performance appraisal of outsourcing personnel in LD Company,makes an in-depth study of its shortcomings,and puts forward a feasible optimization research plan combined with the actual situation of LD Company,which is helpful for us to analyze and evaluate the performance appraisal of outsourcing personnel in state-owned enterprises more comprehensively and systematically.It is hoped that the study can provide reference for human resource management in state-owned enterprises. |
