As a management method,performance appraisal can improve employee performance and build a high-quality team,which has attracted great attention from state-owned enterprises.In the new reform of state-owned enterprises guidance specifically mentioned in the state-owned enterprises should promote overall performance evaluation,reflects the national level of state-owned enterprises through the implementation of performance appraisal to improve the determination of the state-owned enterprises staff's work enthusiasm and creativity.Through the successful implementation of the performance assessment,the enterprise strategic objectives are decomposed,and then implemented into each department team and every position.In this way,we can effectively improve the performance level of every employee in the enterprise and make the enterprise's strategic goal realized.At this stage,how does the enterprise establish the corresponding system according to its own characteristics is a difficult problem in the field of human resource management of state-owned enterprise.Meet the enterprise strategy implementation and performance appraisal as a company becomes a powerful tool for the overall strength of ascension,more and more get the attention of the managers at all levels,but in practice,because of the development of the performance evaluation system is not standard,lead to many enterprises complete the system of performance appraisal as a "cover",doesn't really play a real role of performance appraisal.Performance appraisal is an important management means and tool for human resources,which provides important guarantee for the healthy and steady development of modern enterprises.Whether the enterprise of employee job performance increase is directly related to the performance of the entire enterprise,therefore,the employees effective system of performance management has become an important problem by each enterprise must face.And because of its single performance management model and lagging management system,it is difficult to adapt to the needs of the current competition,for the faced with the strategic transformation of state-owned enterprises,it is eagerly need to set up a perfect performance management system so that it can accelerate the realization of development strategy.Therefore,for the state-owned enterprises,the role of performance management is extremely important.Similarly,its position in the organization is becoming increasingly prominent.In reality,many enterprises didn't really pay attention to the recruitment of human resources,optional the gender is strong,even if some enterprises have realized the importance of recruitment,but unfortunately it is more from the perspective of the candidate's experience,education,knowledge to judge people,but not deeply connect the candidate's inner values,motivation,attitude,personality and the degree of match position requirements.In addition,some enterprises human resources workers did not grasp effective technical methods,mostly by personal experience,experience and feeling in human resources recruitment work,work results naturally.Recruitment,especially as some state-owned enterprises,are mostly become a mere formality,many key positions and personnel to rely on relationship between airborne troops,more than a variety of reasons led to the rising cost of running-in between enterprises and employees,with the rapid development of the enterprises.So,for the knowledge and skills of performance management,we should study hard.And,according to the current development of the enterprise,we must constantly establish and improve the system and promote the enterprise to realize its strategic goal in the future development.With the change of times,the competition is becoming increasingly fierce,Although it is necessary to emulate the successful management experience of other competitive enterprises,but it can only provide a certain reference.Thus,for these results,we should learn from our own situation.And finally,develop a performance management system which is best for these enterprises.In this paper,there are five parts.And in the first part,the background and significance of the research are described,and summarizes the domestic and foreign research achievements of performance appraisal.The second part is the status quo of performance appraisal of Z company and analysis of existing problems.The third part is the optimization design of the performance appraisal of Z company.The fourth part puts forward the measures to implement the performance appraisal to ensure the effective implementation of the performance appraisal.The fifth part is the conclusion,summarize the main research content and the limitation.
