On August 24,2015,the Central Committee of the Communist Party of China and the State Council clearly stated that classified governance of state-owned enterprises in China is a new task in the reform of state-owned enterprises,which is a significant measure of cross era significance.The outline of China’s 13 th Five Year Plan was successfully completed in 2020,and for the first time,state-owned enterprises were classified according to their functions,and performance evaluations were classified and evaluated according to different functional classifications.2021 is the beginning year of the implementation of the 14 th Five Year Plan,and it is proposed to continuously deepen the classified accounting and evaluation of state-owned enterprises.Performance evaluation can be seen as an important focus for effective supervision of state-owned enterprises.The assessment objectives and positioning have been further determined,and performance evaluation has evolved from comprehensive evaluation to responsible person business performance evaluation.The assessment subject has also evolved from the assessment by the enterprise supervisory department to the unified assessment after the establishment of the State owned Assets Supervision and Administration Commission,and the assessment has become increasingly mature.However,there are still many problems in terms of assessment objectives,content,and methods.Based on principal-agent theory,performance appraisal theory and enterprise manager incentive theory,this paper analyzes the problems in the performance appraisal system of HZ Water Company by taking HZ Water Company as an example through case study method and questionnaire survey method,and puts forward constructive opinions on the performance appraisal system of local public welfare state-owned enterprises.Specifically,the development history of performance appraisal of HZ Water Company is analyzed,the existing performance appraisal system is dissected,and the existing problems are analyzed from two levels of appraisal subjects and objects by combining the questionnaires conducted on the employees of HZ Company.At the same time,we put forward targeted optimization suggestions from several aspects,such as assessment objectives,indicators,methods and evaluation.It is found that the optimization of the performance appraisal system should firstly improve the appraisal cognition of both the appraisal subject and object.Secondly,it is necessary to further improve the appraisal content,closely combine performance appraisal with enterprise strategy,reasonably set appraisal indexes and weight,quantify and refine appraisal indexes,optimize appraisal methods,reasonably determine the appraisal cycle,and simplify the reporting process.Finally,it is necessary to attach importance to assessment and evaluation,the linkage between assessment process and results,the formation of dynamic feedback mechanism,clear assessment responsibility and incentive mechanism,and continuous optimization and improvement of the assessment system.Only in this way can we make public welfare state-owned enterprises develop more sustainably,stably and healthily.The index system designed in this paper can bring some reference value to the implementation of performance appraisal for local public welfare state-owned enterprises in the future.
