Research On Feicheng Municipal Government Promoting Agricultural Science And Technology Innovation

Since General Secretary Xi Jinping declared that absolute poverty had been eliminated in China,China has entered a period of effective linkage between poverty alleviation and rural revitalization.Agricultural science and technology innovation is not only an important help to win the battle against poverty,but also the only way to implement the strategy of rural revitalization in an all-round way.Scientific and technological innovation utilizes advanced science and technology,relies on government funds,talent,and policy support,vigorously develops industries,and improves the employment opportunities and skills of farmers.The economic level of rural areas has been steadily rising and the social outlook has been completely changed.However,agricultural scientific and technological innovation is characterized by long-term,complexity,regionality and lag,and agricultural scientific and technological achievements have certain attributes of public goods.These can easily lead to market failure in the process of scientific research and development,technology promotion and training of demand subjects.Therefore,the government must play an important role in promoting and intervening agricultural scientific and technological innovation.Combining with the characteristics of agricultural science and technology innovation,this paper analyzes the effect of promoting agricultural science and technology innovation by Feicheng municipal government,points out the existing problems,analyzes the reasons,put forward suggestions,through exploring Feicheng municipal government to promote agricultural science and technology innovation,promote the development of agricultural modernization,as soon as possible to achieve rural comprehensive revitalization.The paper is divided into six parts: The first part introduces the research background,research significance,domestic and foreign research status,research content,combined with research methods to make a technical roadmap;the second part elaborates the concepts of agricultural science and technology innovation,agricultural science and technology innovation system and the theories of technological innovation,transformation of scientific and technological achievements,extension of agricultural technology and government intervention.Part three,it mainly analyzes the effect of promoting agricultural science and technology innovation of Feicheng municipal government,and analyzes the effect of promoting agricultural science and technology innovation of Feicheng municipal government with many cases.The fourth part points out the problems existing in the promotion of agricultural science and technology innovation by Feicheng municipal government,and the fifth part points out the restrictive factors of the promotion of agricultural science and technology innovation by Feicheng municipal government.The sixth part,put forward from four aspects.Firstly,through reading a large number of literatures,this paper learned about domestic and foreign related literatures on agricultural science and technology innovation.Then,according to the basic concepts and theories,combined with case data,questionnaires and interviews,it was found that Feicheng Municipal Government promoted agricultural science and technology innovation,which provided a strong impetus for rural economic development,and farmers received technical training,increased employment opportunities,improved their scientific and cultural quality,and improved their income,infrastructure,cultural propaganda and ecological environment,which provided important support for modern agricultural development.However,there are many problems in the process of promoting agricultural science and technology innovation and development: firstly,the unreasonable institutional mechanism is reflected in the overlapping functions of government departments;Planning and repeating settings;Weak policy guarantee;Industry-University-Research synergy mechanism to be optimized;Lack of supervision mechanism,etc.Secondly,the main measures implemented are not in place,which is reflected in the lack of financial and tax support;Financial vacancies;Weak talent support;Some agricultural science and technology innovation subjects are missing;Agricultural science and technology innovation promotion mode is single,etc.Based on the analysis of successful experience at home and abroad and local reality,the following suggestions are put forward to better promote agricultural science and technology innovation in Feicheng,better develop modern agriculture and realize rural revitalization: First,guide the awareness of agricultural science and technology innovation,including: guiding the government to establish the sense of responsibility for promoting agricultural science and technology innovation;Guide enterprises,universities and scientific research institutions to establish the cooperative consciousness of agricultural science and technology innovation;Guide farmers to establish the application consciousness of agricultural science and technology innovation.Secondly,strengthen the policy guarantee of agricultural science and technology innovation,including: supervising the implementation of agricultural science and technology innovation laws and regulations;Formulate a package of agricultural science and technology innovation policies;Strengthen the implementation of agricultural science and technology innovation policy.Third,optimize administrative measures,including: increasing financial input;Continuous tax incentives;Enrich financial support;Improve the talent system,etc.Fourthly,smooth the process of agricultural science and technology innovation,including: promoting the integration of Industry-University-Research;Build an agricultural science and technology platform;Fill the gap of intermediary service institutions;Carry out various forms of technology promotion;Improve the agricultural industrial chain and build characteristic agricultural brands.
