Research In Implementation Of Rural Subsistence Allowance System In Xiong County

The rural subsistence allowance system in China was fully implemented in 2007.After more than ten years of development,the system has become the most fundamental and extensive assistance system.It ensured the basic life of the rural people in difficulty,provided a bottom guarantee and remarkably promoted the poverty alleviation campaign.General Secretary Xi Jinping said that "getting rid of poverty is not the end,but the starting point of a new life and new striving." After winning the battle of poverty alleviation,there is still a long way to go to solve the problem of unbalanced and insufficient development,narrowing the gap between urban and rural areas,achieving all-round human development and common prosperity for all people.This poses more challenging requirements for the implementation of the rural substance allowance system: making good use of the system,timely ensuring that eligible people in difficulty are included in the scope,continuously improving the level and quality of services and better serving the rural revitalization strategy.In accordance with the arrangements of the State Council,the Hebei Provincial Party Committee and the Provincial Government,and the Hebei Provincial Department of Civil Affairs,Xiongxian County began to implement the rural substance allowance system in 2000.Good results have been achieved in such aspects as standards,object identification,household economic status verification,approval procedures,object management,and fund security and distribution.However,the great changes in the rural subsistence allowance policy in recent years,the lack of training on the rural subsistence allowance policy on city and county level,the aging of grass-root civil affairs personnel and frequent job changes,the strong reliance on the welfare of the subsistence allowance,the untimely dynamic adjustment and the lack of adequate policy publicity etc.affected the implementation effect of the rural subsistence allowances policy,limited the role of the rural subsistence allowance system,and restricted the realization of the rural subsistence allowance assistance goals.Therefore,methods and countermeasures to improve the rural subsistence allowance system in Xiongxian County are put forward in a timely manner,which are helpful to ensure that the rural people in difficulty can enjoy the rural subsistence allowance policy in a timely and efficient manner,to realize the necessary guarantees,to consolidate and expand the achievements of poverty alleviation,to effectively implement the rural revitalization strategy and to significantly maintain social harmony and stability.This paper refers to the existing research of many experts and scholars,and adopts literature analysis,questionnaire survey,interview,statistical analysis and other research methods to research and analyze the current situation of the implementation of the rural subsistence allowance system in Xiongxian County.As a result,problems are revealed as follows: the application process is too long,the rural subsistence allowance archives are incomplete and non-standard,the family’s economic status verification is not in place,the grass-roots civil affairs office is weak,the active discovery mechanism and motivation are not strong,and the rural subsistence allowance withdrawal procedure is not standardized.Finally,according to the problems obtained from the investigation and analysis,countermeasures and suggestions for improving the rural subsistence allowances system in Xiongxian County are put forward,including improving the operation mechanism of rural subsistence allowances,strengthening the handling force of basic rural subsistence allowances,and improving the "hematopoietic" function of rural subsistence allowances objects.This study believes that the continuous improvement of the rural subsistence allowance system in Xiongxian County in practice is not only conducive to ensuring the basic life of the rural people in difficulty,optimizing the rural subsistence allowances in Xiong’an New Area,but also going to provide experience for reference for Hebei Province to implement the rural subsistence allowance system.
