Study On The Optimization Countermeasures Of Business Environment In L County,Hebei Province

The survival and development of an enterprise depends on its environment.Business environment is fertile ground for cultivating market economy.A good business environment is the fundamental factor to break enterprise monopoly,activate enterprise innovation,release investment potential,enhance regional comprehensive competitiveness and promote economic development.Therefore,optimizing the business environment has increasingly become an important content and a new means of governance for China’s high-quality economic development and modernization of governance skills.For a long time,the endogenous power of economic growth in L County,Hebei Province is insufficient,the development quality and efficiency are not high,and the survival and development of small and medium-sized enterprises encounter difficulties.Therefore,the business environment assessment of L County will be carried out,comparing with the advanced ones,so as to promote reform and excellence through assessment,and strive to promote the high-quality economic and social development of L County.Taking the business environment of L County,Hebei Province as the research object,on the basis of fully absorbing the new public service theory and new public management theory,combing the classic literature,policy texts and the mainstream business environment evaluation index system at home and abroad,this paper designs the "Enterprise Business Environment Quality Satisfaction Evaluation Questionnaire" according to the 2021 China Business Environment Questionnaire,the multi-index comprehensive evaluation principle and the actual situation of L County.Firstly,this paper summarizes the current government affairs environment,market environment,social and ecological environment and the present situation of enterprise tax payment in L County.Then,through the results of this questionnaire survey,we can further analyze the achievements that have been made in L County’s business environment optimization at the current stage.Accompanying with the shortcomings,L County still needs to be optimized in government policy,political and business relations,land acquisition convenience,local opening level,private financing efficiency,etc.Based on the advanced experience of all parties,this paper puts forward the following suggestions for the next improvement of the business environment in L County: improving the government policy environment,improving the management service level,further optimizing the relationship between the government and enterprises,providing the guarantee of production factors,reducing the production cost of enterprises,increasing the degree of opening to the outside world,releasing the market vitality,broadening the financing channels of enterprises,promoting the transformation and upgrading of industrial structure,strengthening infrastructure construction,optimizing the working and living environment,strengthening the introduction of talents,and providing intellectual support for the development of enterprises.By evaluating the business environment of L county and putting forward the optimization countermeasures,this paper can provide more feasible paths for the economic development of L county and the optimization development of business environment in other counties,improve the construction level of business environment in counties,and effectively protect the high-quality economic development.Making theoretical support for providing business environment optimization services for regional economic development is helpful to enrich domestic theories on how the government can play a better role in business environment optimization for economic development.
