| Although the use of digital empowerment is the most effective way to promote the transformation and upgrading of the agricultural industry,but at the current stage of China’s agricultural development,the digital transformation of agriculture still faces many difficulties,the foundation for digital transformation is not yet solid,the conditions are not yet mature,mainly in the rural digital infrastructure construction lagging behind,farmers are relatively weak awareness of the use of information technology,agricultural production information level is low,etc.In the context of agricultural informatization level is still not high,running forward directly into the era of agricultural digitalization is almost impossible to achieve,after all,agricultural informatization is the basis for the development of agricultural digitalization,is the necessary way to achieve the digital transformation of agriculture.This requires that we must be based on the current stage of development,to further consolidate the foundation of information technology.Therefore,accelerating the construction of agricultural informatization is still the primary task of China at present and in the future.A comprehensive and objective measurement and analysis of the level of development of agricultural informatization in each region of China,the accurate identification of key factors affecting the construction of agricultural informatization,have positive practical significance for government agencies to optimize the development strategy and scientifically and effectively promote agricultural informatization.In view of this,this paper takes agricultural informatization as the research object,on the basis of profound grasp of the connotation of agricultural informatization,constructs an index system for evaluating the level of agricultural informatization in China from three aspects: information equipment,information resources and informatization application,uses the entropy method to measure the level of agricultural informatization in 30provinces(except Tibet)in China from 2011 to 2020,and innovatively uses Dagum Gini coefficient,three-dimensional kernel density estimation,Moran index and other methods to comprehensively examine the regional differences,sources of differences and dynamic evolution of distribution of agricultural informatization level in China.Subsequently,the many influencing factors of China’s agricultural informatization level were classified into four categories: infrastructure construction factors,human resource factors,agricultural operation scale factors,and agricultural economic environment factors,and a fixed-effects model was used to empirically analyze the influencing factors of China’s agricultural informatization level.Finally,group regressions are conducted from two perspectives: the three major regions of east,central and west,and regions with different levels of agricultural informatization,to explore the key factors influencing the level of agricultural informatization in different types of regions in China.Based on the above research,this paper draws the following conclusions:(1)The overall level of agricultural informatization development in China is not high,but the development trend is good,and the growth trend is always stable throughout the observation period.(2)The spatial distribution pattern of agricultural informatization development in China shows obvious characteristics of high-level agglomeration and low-level agglomeration,and the regional differentiation trend is very obvious.Among them,the provinces with a lower level of agricultural informatization are mainly distributed in the central and western inland areas,while the provinces with a higher level are mostly concentrated in the eastern coastal areas.(3)The regional differences in China’s agricultural information level are mainly derived from inter-regional differences,and the regional differences have a tendency to become larger.(4)There are many factors influencing the level of agricultural informatization,including human resources,infrastructure construction,agricultural business scale and agricultural economic environment.Among human resources factors,agricultural informatization service talents are the main influencing factor of agricultural informatization level.In infrastructure construction,information infrastructure construction has the greatest influence on agricultural informatization level.In agricultural operation scale,there are obvious regional differences in the influence of farmers’ organization degree and farmland operation scale on agricultural informatization level.The effect of farmers’ organization degree is more significant for the central and western regions and regions with medium to low level of agricultural informatization,while the effect of farmland operation scale is more significant for the eastern regions and regions with higher level of agricultural informatization.In terms of agricultural economic environment,regional economic development level,science and technology innovation level,urbanization level,capital investment in agricultural informatization construction and rural residents’ consumption level all have positive effects on agricultural informatization level,among which,regional economic development level has the most significant impact.In order to promote the construction of China’s agricultural informatization to a higher level,higher quality and higher level,the following countermeasures are proposed: First,strengthen the construction of agricultural information technology personnel,establish and improve the training system for agricultural information technology personnel,strengthen the information technology skills training of existing agricultural practitioners,while vigorously introducing agricultural information technology professionals.Second,accelerate the improvement of various types of hardware and software infrastructure construction,the existing infrastructure to do a good job of maintenance,there are gaps in the infrastructure as soon as possible to make up the shortcomings;accelerate the construction of agricultural information websites,information service platforms,agricultural resources database to improve the integration of various types of agricultural information resources,integration and sharing level.Third,vigorously develop agricultural moderate scale operation,on the one hand,continue to deepen the reform of the rural land system,and promote the transformation of small farmers’ decentralized operation to large-scale operation;on the other hand,actively cultivate agricultural cooperatives,agricultural leading enterprises and other farmers’ professional cooperative economic organizations,focusing on improving the level of farmers’ organization.Fourth,continue to optimize the agricultural economic development environment,improve the level of regional economic development,laying the economic foundation for the construction of agricultural information technology;strengthen the support of science and technology to achieve the deep integration of science and technology and agriculture;increase the financial investment in agricultural information technology,while adhering to the importance of both financial investment and structural adjustment. |
