Evaluation Of The Efficiency Of Agricultural Insurance To Alleviate Relative Poverty And Influencing Factors

With the completion of the war against poverty,China has made global achievements in poverty governance.After completely solving the problem of absolute poverty,we should also see the problem of relative poverty brought about by unbalanced economic and social development.Agricultural insurance,because of its advantages of increasing farmers’ income,promoting agricultural production and improving risk protection capacity,has made great contributions to solving the problem of absolute poverty in the course of the war against poverty.After the emergence of the new poverty problem,i.e.relative poverty,we should still see the great potential role of agricultural insurance in alleviating relative poverty.In the face of relative poverty,which is more hidden and complex than absolute poverty,it is more important to improve the protection level of agricultural insurance and promote high-quality development of agricultural insurance to help alleviate relative poverty.Based on this,this paper studies the path and mechanism of agricultural insurance to alleviate relative poverty theoretically based on the analysis of existing researches under the new situation of relative poverty problem,and analyzes its efficiency value through empirical evidence and according to specific calculation results.After sorting out the existing studies,this paper finds that there are few studies on relative poverty in China,the evaluation system is not comprehensive enough,and the applicability to China is not strong,etc.In order to comprehensively and objectively assess the development status of agricultural insurance and relative poverty in China,and to discover the problems exposed and the successful experiences accumulated in the process of agricultural insurance to alleviate relative poverty,it is necessary to conduct a scientific First,this paper calculates the relative poverty alleviation efficiency of agricultural insurance in 2014 by the AF method.First,this paper calculates the multidimensional relative poverty index in rural areas of 31 provinces and cities in China from 2014 to 2020 through the AF method to precisely identify the poor areas and measure the severity of poverty through the multidimensional relative poverty index.Then,a three-stage DEA model is applied to measure the efficiency value of agricultural insurance in alleviating relative poverty based on the rural multidimensional relative poverty index calculated by the AF method and other agricultural insurance-related variables.The Malmquist index is also used to compare and analyze the annual changes in the relative poverty alleviation efficiency values of agricultural insurance from 2014 to 2020 from a dynamic perspective.Finally,the Tobit model is applied to analyze the factors affecting the efficiency value of agricultural insurance in alleviating relative poverty.It is found that the relative poverty in rural areas of China has been greatly alleviated since 2014,but the problem of unbalanced development still exists,and the poverty situation varies greatly between provinces and shows that the relative poverty in the central and western regions is more serious than that in the eastern regions.Moreover,the efficiency of agricultural insurance in alleviating relative poverty is relatively high and shows a trend of gradual improvement in general,while there are large differences between provinces and regions;the dynamic analysis of efficiency values reveals that the overall technical efficiency of agricultural insurance in alleviating relative poverty is on an upward trend simultaneously,but the technical progress is on a downward trend,and the management level and rational allocation of input resources of agricultural insurance have been relatively perfect in the past seven years of development,but the technical However,the technical progress still needs to be broken through.Finally,the factors affecting the efficiency value of agricultural insurance in alleviating relative poverty are analyzed.The degree of regional disaster,the level of regional agricultural development and the overall level of regional economic development all have significant effects on the efficiency value.In order for agricultural insurance to make a greater contribution to the treatment of relative poverty in China,the future development of agricultural insurance in China should start from developing agricultural insurance according to local conditions,promoting the development of agricultural technology,strengthening the application of agricultural science and technology,and strengthening the emphasis on agriculture to improve the education level of farmers,so as to further improve the vitality of the agricultural insurance market and give full play to the role of agricultural insurance in alleviating relative poverty.
